4.1 APPROVAL OF AGENDA AND JUNE 2, 2026, COUNCIL MEETING MINUTES

6. RECURRING BUSINESS
Recurring Business are agenda items that have previously been brought to Council for discussion
6.1 PRESENTATION: PROPOSED PROPERTY TAX IMPACT SCHEDULE (REVISED JUNE 2026)
The Fiscal Year 2026-27 tentative budget has been presented with a proposed tax rate increase. A Property Tax Impact Schedule will be presented and made available to the public.
7. NEW BUSINESS
7.1 MOTION/RESOLUTION 26-08: RESOLUTION ADOPTING AN INTERIM
BUDGET FOR FISCAL YEAR 2026-27, COMPREHENSIVE FEE SCHEDULE,
AND A 2026 PROPOSED PROPERTY TAX RATE
An interim budget is the final tentative budget for the fiscal year beginning July 1, 2026, and ending after the date on which a final budget is adopted. The proposed amounts described in the Property Tax Impact Schedule are set aside pending the outcome of the truth-in-taxation process and a final budget is adopted before September 1, 2026.
7.2 MOTION/ORDINANCE 26-03: APPROVAL OF THE DEVELOPMENT AGREEMENT BETWEEN WASHINGTON TERRACE CITY FOR AN IN-FILL DEVELOPMENT LOCATED AT 445 WEST 5100 SOUTH
The Development Agreement with Harvest Pinte Townhomes, allowing four townhomes to be built, with the existing home remaining, on the property located at 445 West 5100 South, was approved by Council at the June 2, 2026, meeting. There has been an amendment to the Agreement, removing items 5.A and editing language for 5.B regarding easement access. The adjustment to 5.B is based on a change of ownership.
7.3 DISCUSSION/DIRECTION: REPUBLIC SERVICES AND WASTE MANAGEMENT PROPOSALS FOR TRANSFER STATION SERVICES
Council will review and discuss two proposals for Transfer Station Services for waste disposal.
7.4 MOTION: APPROVAL OF CONTRACT FOR TRANSFER STATION SERVICES
The current contract for transfer station services for waste disposal will expire June 30, 2026. Council will discuss two proposals and may decide on contract approval.
8. COUNCIL COMMUNICATION WITH STAFF
This is a discussion item only. No final action will be taken.
9. ADMINISTRATION REPORTS
This is an opportunity for staff to address the Council pertaining to administrative items.
