Consent Agenda & City Council Minutes Approval - 05.12.2026 Meeting Councilmember Ewald made a motion to approve the consent agenda and minutes from May 12, 2026. Councilmember Grover seconded the motion. Mayor Pro Temp Taylor repeated the motion and asked for discussion or questions. Hearing none, he called for a vote. Those voting aye: Councilmember Taylor Councilmember Nielson Councilmember Grover Councilmember Ewald Councilmember Bowers Those voting nay: None Constituting all members thereof, Mayor Pro Temp Taylor declared the motion carried. Declaration of Conflicts of Interest - None Public Input - None Reports Mayor None City Council None Pratt Redd City Manager Report - Mr. Redd stated that the Rocky Mountain Power estimator came and looked at the B3 lot and he estimated that the cost of running the power underground will be about $170,000 which is higher than the originally projected $151,000, though the city had targeted a $200,000 budget. The city plans to review the figures and revisit the topic at the next meeting for a potential budget amendment. Mr. Redd reached out to Beaver and they said they did a 30 year loan for the ball fields. The city was informed that, to their knowledge, no specific safety upgrades were pending, and the situation was comparable to the city's own facilities. Trevor Palmer Monthly Water Report - Mr. Palmer stated that we obviously don't have any snow, but our precipitation is at 18.4 inches which is 96% of normal. Reservoirs look pretty good. He stated that he will start running Well A in June. Regarding infrastructure, the city is preparing to install media and filters for a new well. While the well will require a manual start initially, data technicians are scheduled to visit the following week to automate the system, with full operation expected within two to three weeks. The council discussed the spillway extension project, noting that it is being handled by the water conservancy district and irrigation companies. The city is providing support where possible, and Jones and DeMille Engineering is currently working on the plans. Progress updates are expected by the second meeting in June. Taylor Francom Monthly Airport & Building Reports - New permits issued 3 Permits 1 Building Permit 1 Electric Meter Set 1 Single Family Dwellings Inspections Completed 10 Inspections completed 6 Residential 4 Bluff Inspections Notes: Active issued permits- 20 Mr. Francom and the council discussed the fence change at the new elementary school. The potential change will meet the line of sight code. The council discussed potential safety improvements, including the installation of a four-way stop at a nearby intersection to manage traffic flow and enhance pedestrian safety for students. They discussed potential traffic patterns for the new school and possibly adding some crossing guards at some intersections. Council members expressed interest in discussing this further in a work session. Advice & Consent Items Public Works & Utility Director Position Trevor Palmer has accepted the offer for this position. Mr. Redd explained how the interview process went. The position was open for about a month. Pratt, James and Preston sat in on all the interviews. They used a standardized scoring system and Mr. Redd is recommending the highest scoring applicant, who is Trevor. Regarding the familial relationship between Trevor and Preston, Mr. Redd clarified that there have been no human resources violations in all the years they have worked together, and he will personally oversee any merit raises for Preston to ensure fairness in operations. FY27 Budget Tentative Adoption The budget review for the general fund, detailed on page 15, shows expenditures are approximately $50,000 under last year's figures. The city's revenue relies heavily on property taxes, which account for $1.4 to $1.5 million, alongside sales tax, room taxes, and permits. Additionally, the city anticipates securing approximately $500,000 in grants for the upcoming year, following a successful $400,000 grant intake in the previous year. The council discussed the $200,000 budget allocation for a pump track. Concerns were raised regarding its utility and whether other facilities, such as basketball courts, pickleball courts, or an event stage, might better serve the community. The city is awaiting information on potential grants by June 13th and plans to discuss alternative recreation project ideas during the next work session. The proposed budget includes a 3% cost-of-living raise for all employees. Furthermore, the city is implementing merit increases tied to specific educational and professional milestones and expanded responsibilities. There is a public hearing scheduled for June 9th regarding the budget. Adjournment Councilmember Nielson made a motion to adjourn. Councilmember Moses seconded the motion. Mayor Pro Temp Taylor repeated the motion. He asked for discussion or questions. Hearing none, he called for a vote.
