PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the State of Utah's intention to issue a Section 401Water Quality Certification with Conditions under the authority of the Federal Clean Water Act (33U.S.C. § 1341), and consistent with the Utah Water Quality Act, Title 19, Chapter 5, Utah Code and Utah Administrative Code R317-15. PERMIT INFORMATION PERMITTEE NAME: Utah Department of Transportation MAILING ADDRESS: 638 N 1500 W Orem, UT 84057 PROJECT LOCATION: Payson, Utah County, Utah CERTIFICATION NO.: DWQ-2026-02001 WATERCOURSES: PEM wetlands and tributaries to Beer Creek (Beer Creek AU UT16020202-027_00) BACKGROUND The Utah Department of Transportation (UDOT) (Project Proponent) proposes to construct major infrastructure updates to the I-15 Payson Main Street Interchange (Proposed Project) in Utah County. The Proposed Project includes constructing a new, expanded interchange, building a 2.3-mile, five-lane roadway linking Main Street and SR-198 (Nebo Beltway Phase 1), and widening sections of I-15. This work represents the first phase of the larger I-15 Main Street update effort in Payson, Utah. Additional activities for the Proposed Project include railroad realignment, culvert work, ditch piping, engineered retaining wall installation, and shared-use trail construction. The Proposed Project will permanently impact approximately 1.07 acres of Palustrine Emergent Wetlands (PEM) and 2,531 linear feet (0.21 acres) of ditches. To manage environmental impacts, the Project Proponent will use specialized stormwater detention basins to treat runoff, utilize engineered retaining walls to protect sensitive areas, and maintain hydrologic connectivity by installing and extending culverts. The Project Proponent will implement Best Management Practices (BMPs), obtain all necessary permits, and purchase compensatory mitigation credits from the Northern Utah County Mitigation Bank to offset unavoidable impacts to wetlands and ditches. PUBLIC COMMENTS Public comments are invited any time prior to the deadline of the close of business on July 8, 2026.
