1. CALL MEETING TO ORDER. Mayor Adam Palafox called the meeting to order at 6:30 p.m. 2. ROLL CALL Mayor Adam Palafox Councilmember Manuel Carrillo Councilmember Radine Murphy Councilmember Darlene Trammell Councilmember Brandon Grossman Councilmember Tanner Moore City Administrator Glenn Wadsworth City Attorney Spencer Call City Treasurer Sasha Palafox Clerk/Recorder Liliana Soriano 3. PLEDGE OF ALLEGIANCE Mayor Adam Palafox led the Pledge of Allegiance. 4. APPROVE OR AMEND BUDGET WORK MEETING MINUTES OF APRIL 01, 2026. DECISION. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve Budget work meeting minutes of April 01, 2026. All in favor, aye. Motion passed. 5. APPROVE OR AMEND REGULAR COUNCIL MEETING MINUTES OF APRIL 01, 2026. DECISION. Motion was made by Councilmember Manuel Carrillo, seconded by Councilmember Darlene Trammell, to approve regular council meeting minutes of April 01, 2026. All in favor, aye. Motion passed. 6. APPROVE OR AMEND SECOND CDBG PUBLIC HEARING MINUTES OF APRIL 23, 2026. DECISION. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Manuel Carrillo, to approve the second CDBG public hearing meeting minutes of April 23, 2026. All in favor, aye. Motion passed. 7. MAYOR ADAM PALAFOX EXECUTIVE MEETING TO DISCUSS NEW FIRE CHIEF.DECISION. Mayor Adam Palafox called for an Executive meeting Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to close the regular meeting at 6:32 pm. Motion was made by councilmember Radine Murphy, seconded by councilmember Darlene Trammell, to open the Executive Meeting at 6:33 p.m. Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Manuel Carrillo, to close the executive meeting at 6:58 p.m. Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Manuel Carrillo, to open the regular city Council meeting at 6:58 p.m. 8. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin gave a stats report to the informed city council. City Administrator Glenn Wadsworth asked about the impact of electric bikes with no pedals and how the police department handles them. Connin replied to Glenn, stating that all electric bikes or scooters for any age are now required by the State of Utah to have helmets. City Clerk Liliana Soriano has placed a flyer on all the residents' bills to inform residents. Connin informed the City Council that he has 3 new candidates for the full-time position and has another candidate waiting as well. B) FIRE DEPARTMENT - Temporary Fire Chief Waylan Nelson gave a stats report. Waylan also informed City Council that he has four (4) new volunteers in the fire department. 8. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. Prevention Specialist Deeanna Croasman informed the city council that Prevention has wrapped up the West Wendover garbage truck with a Parents in Power message. Deeanna Croasmun asked the city council to approve wrapping one of the Wendover, Utah, garbage trucks. The wrapping will be at no cost to the city. Councilmember Tanner Moore mentions that wrapping the car is a waste and suggests wrapping the garbage. Motion made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve the wrapping of a utility Garbage truck for the City of Wendover, Utah, with a message from parents in power. All in favor, aye, Motion passed 9. UPDATE OF SACRED CIRCLE HEALTHCARE.JOSH ANDERSON. DISCUSSION. Josh Anderson, Sacred Circle Representative, came to inform the City Council that Sacred Circle has broken ground and has begun phase #1 of construction. Manufacturing delay on the modular building for new days in August. Council member Radine Murphy asked Josh Andreson what would be provided in phase #1. Josh responded, phase #1 has many different components, starting with Medical, physical therapy, pharmacy, laboratories, and behavioral health. Every other Friday, pediatric patients come as well. 10. GENERAL PLAN COMMITTEE UPDATE. DEEANNA CROASMUN. Deeanna Croasmun informed the council that the committee went over chapter 1,2 Deeanna Croasmun informed the city council that resident and commercial owner Joe was part of the first general plan committee and is willing to convert the general plan from PDF to a Word doc. Deeanna informed the city council that Councilmember Radine had also mentioned that the General Plan is now on the city website and that Planning and Zoning suppose to spare head the General Plan. Deeanna informs the city council that Kim Young, the creator of the original General Plan for the city of Wendover, Utah, has retired, but he is willing to come out of retirement and is willing to help with the new General Plan. Deeanna has also found a free online training to learn more about the general plan and tools for updating the general plan. Councilmember Radine Murphy informed the council that it was mentioned in the general plan committee that they would like to reach out to the schools to be aware of events that are going on in the school, as well as the airport, where there are events going on and the city is unaware. The City can promote its events on the city website as well as through the newspaper, and that can be part of our city tourism funds that the city can request as well. 11. APPROVE OR DISAPPROVE DISPATCH SERVICE AGREEMENT TOOELE COUNTY IN THE AMOUNT OF FIFTY-TWO THOUSAND TWO HUNDRED AND NINETY-SEVEN AND NO HUNDREDS ($52,297.00) JULY 1, 2026, THROUGH JUNE 30, 2027, AND MAYOR TO EXECUTE SAME. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve the dispatch service agreement for Tooele County in the amount of fifty-two thousand two hundred and ninety-seven and no hundreds ($52,297.00), July 1, 2026, through June 30, 2027, and the mayor to execute the same. All in favor, aye, Motion passed. Roll Call: Councilmember Radine Murphy, aye; Councilmember Manuel Carrillo, aye; Councilmember Darlene Trammell, aye; Councilmember Tanner Moore, aye; Councilmember Bradon Grossman, aye. All in favor, aye, Motion passed. 12. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. 1) ISELA FLORES - BABY SHOWER 2) MA GUADALUPE FLORES - FAMILY PARTY 3) JOSE ESCOBEDO - FAMILY GATHERING City Clerk Liliana Soriano mentioned that Holy Cross Ministries moved their dates back to May 21st, 2026. Liliana asked the city council if they wanted to change the price in their application and if they'd prefer to keep the original price or update it to the new fifty-dollar ($50.00) rate. Liliana also mentioned that Sacred Circle is also using the community building monthly for the next 3 months. Does the city council want to start charging the new monthly fee or leave them at the same rate of 25.00 an hour? Motion made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore to leave Sacred Circle and Holy Cross Ministries at the same pay rate of twenty -five dollars ($25.00) an hour. All in favor, aye, motion passed. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo, to approve all per-schedule community center rental dates. All in favor, aye, Motion passed. 13. MAYOR ADAM PALAFOX UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Skipped Mayor Adam Palafox. 1) DISCUSSION PERTAINING TO REESTABLISHING A CODE ENFORCEMENT PROGRAM IN THE POLICE DEPARTMENT. 2) CUSTODIAL CARE OF NEEDLEPOINT GARDENS CEMETERY. 14. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Administrator Glenn Wadsworth informed the City Council that the Sacred Circle contractor has reached out to the city requesting permission to place dirt on city property. Glenn permitted the contractor to place dirt on the city property after speaking with Armando Rodriguez, utilities manager. The contractor will place the dirt and level it. Glenn Wadsworth also informed that the city blower assembly went out, and the whole building was shaking. Glenn got hold of Wasatch Heating and Air Conditioning to replace the whole thing. Wasatch Heating and Air Conditioning came from Grantsville, Utah, and gave a quote for $3100.00. Glenn gave the okay to come and get the unit fixed and get the work done. Glenn also informed the City Council that there is a Mandatory meeting for the CDBG that Glenn will be attending unless someone from the council would like to take his place. 15. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. City Attorney Spencer Call informed the city council that at the moment, everything he needed to bring up was brought to attention in the Executive meeting. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. B) UPDATE ON AIRBNB ORDINANCE. 16. UNFINISHED BUSINESS: APPROVE OR DISAPPROVE APPLICATION FOR FIRE CHIEF. DECISION Candidates for Fire Chief position: candidate # 1 Waylan Nelson, candidate number# 2 Tarence Sylvester. Present among the candidates is only Waylan Nelson Motion made by Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo, to table line item # 16. All in favor, aye. Motion passed. City Attorney suggested that Waylan Nelson's one-month contract be renewed for one more month as the temporary fire chief. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Tanner Moore, to extend Waylan Nelson's temporary Fire Chief contract one more month. All in favor, aye. Motion passed. 17. OATH FOR NEW FIRE CHIEF. Mayor Adam Palafox has skipped line item #18 18. NEW BUSINESS: City Clerk Liliana Soriano informed the council that Bill Ratliff has filed for Planning and Zoning Commissioner. Council has congratulated Bill Ratliff for now being part of Planning and Zoning. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo, to accept Bill Ratliff's application for Planning and Zoning Commissioner. All in favor, aye. Motion passed. Councilmember Radine Murphy asked City Clerk Liliana to post the opening for the Planning and Zoning Commissioner. City Clerk Liliana Soriano informed the council that there is a resident who asked if her parents' Urns can be buried together. She is willing to purchase both lots, but she doesn't want to separate them. Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo, approves both urns to be placed in one (1) lot. All in favor, aye, motion passed. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve placing 2 Urns on one Lot. All in favor, aye, motion passed. 19. EXECUTIVE MEETING. None 20. NEXT SCHEDULED COUNCIL MEETING: JUNE 03, 2026 @ 6:30 P.M. DECISION. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo, to approve the next scheduled council meeting June 03,2026@ 6:30 p.m. All in favor, aye, motion passed. 21. ADJOURNMENT. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Manuel Carillo, to adjourn the meeting at 7:27 p.m. All in favor, aye, motion passed.
