Meeting held February 11, 2026 At Wellington City Hall Located at 102 n. 100 w. Wellington, Utah 84542 At 6:00 P.M.
Present: Mayor Jack Clark, Councilman Bryan Thayn, Councilman Bill Juber, Councilman Kyle Monson
Absent: Councilmember Kathy Hascall, Councilman Cody Austin

Agenda Item #1 Pledge of allegiance, Roll Call, and Approval of Prior Meeting Minutes
At 6:00 p.m, Mayor Clark opened the meeting with the pledge of allegiance. Roll consisted of Everyone in attendance except Councilmembers Hascall and Austin.
Prior meetings minutes approval was postponed until next session for approval so recorder could get a meeting adjournment time.
Agenda Item #2 Public Comment Period
Agenda Item #3 Appoint and swear in Kyle Monson to the Planning and Zoning Commission
Councilman Thayn made a motion to appoint Kyle Monson as city council representative to the planning and zoning commission. Motion was seconded by Councilman Juber. All approved.
Agenda Item #4 Approval of Annexation Plan by R&M Engineering Consultants
Mayor asked for approval of the annexation of 32 acres of land owned by Desirable Holdings LLC. A plan for the property, once annexed, was provided by R&M Engineering Consultants in a feasibility report regarding the impact of the annexation on the city. Councilman Thayn made a motion to approve the annexation with the stipulation that the feasibility report be amended to read under the Impacts of Government Services Sewer Section that it include the developer would bear the costs of the sewer infrastructure.
Councilman Juber second, all approved.
Agenda Item #5 Gary Motte - Utility Billing Inserts
Gary Motte was not in attendance.
Agenda Item # 6 Councilmember Reports
Councilman Monson's report consisted of wanting to contact PRWID regarding a water load out. He wanted to request that PRWID turn on a water line on the south side of the tracks that had been shut down for a few years. The desire to turn on this line would be to fulfill the needs of the farmers in the area for watering their livestock. Currently the farmers are using a water meter owned by the city to use the fire hydrants for their water needs in that area.
Councilman Thayn's report consists of 2 items.
First item - House Bill 501 which would create a tax on all water connections collected by the State of Utah, creating a fund whereby agencies could apply for grants. Taxpayers and government representatives are encouraged to vote no on this Bill. This bill would create yet another government agency program, the money of which would be better served in the hands of the public.

Second item - House Bill SB 209 a proposal to create Gooseberry Narrows State Park and a dam thereon. Councilman's understanding of the dam is that it would divert significant water resources away from local municipalities causing potential harm to those surrounding municipalities. Councilman Thayn encourages contacting local representatives expressing a the negative concerns. Chief sponsor of tis bill is Derrin R Owens. Contact info:

Agenda Item # 7 Unfinished Business
Agenda Item # 8 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual.

Motion: Councilman Monson made a motion to adjourn which was seconded by Councilman Thayn.
All approved.
Meeting adjourned at 6:10 pm estimated time according to length of video of meeting.
Next meeting will be February 25th 2026 at 6pm at the Wellington City Hall.
