1. CALL MEETING TO ORDER. Planning and Zoning Chairman Klansey Bateman called the meeting to order at 5:32 p.m. 2. ROLL CALL Chairman Klansey Bateman (phone) Vice Chairman Vrayen Soriano Commissioner Steve Wallace Commissioner Michael Connin City Council Liaison Radine Murphy City Clerk /Recorder Liliana Soriano EXCUSED: Commissioner Randy Croasmun, 3. PLEDGE OF ALLEGIANCE. City Council Liaison Radine Murphy led the Pledge of Allegiance. 4. APPROVE OR DISAPPROVE PLANNING AND ZONING MEETING MINUTES OF DECEMBER 17TH, 2026 DECISION. Motion made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Vice Chairman Vrayen Soriano, to approve the Planning and Zoning meeting minutes of December 17h, 2025. All in favor, aye. Motion passed. 5. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Liaison Radine Murphy also informed Commissioners that Sacred Circle has informed the city that the modular will arrive in Wendover on May 11th, 2026, and Sacred Circle is working on Phase 1 of operations. Sacred Circle hopes to open doors to the public by July. 6. CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. 7. Chairman Klansey Bateman has no comment. 8. VICE CHAIRPERSON VRAYEN SORIANO UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Vice Chairman Vrayen Soriano has no comment. 9. DISCUSSION PERTAINING PLANNING AND ZONING WORKBOOK SHOP. City Clerk Liliana Soriano informed the Planning and Zoning Commission that the municipal Land Use book has not been updated since 2015. Ms. Soriano noted that she is in possession of a digital archive of the code, provided on a thumb drive by former City Clerk Moriah Akins. Soriano recommended that the Commission begin a formal review process, starting with Chapters 1 and 2. She advised the Commission to reference the Land Use codes of similar municipalities for comparison. Members were instructed to redline their copies with any proposed amendments to ensure they present change suggestions to the City Council at the next scheduled meeting. 10. APPROVE OR DISAPPROVE BUSINESS LICENSE APPLICATION. DECISION. A) ROLBERTO'S MEXICAN FOOD - CELESTE RANGEL Motion made by Planning and Zoning Vice Chairman Vrayen Soriano, seconded by Planning and Zoning Commissioner Steve Wallace, to approve Rolberto's Mexican Food -Celeste Rangel. All in favor, aye. Motion passed. B) VISFREE LLC, RENTAL PROPERTIES - NATALIA LOL Motion made by Planning and Zoning Vice Chairman Vrayen Soriano, seconded by Planning and Zoning Chairman Klansey Bateman, to approve Visfree LLC, Rental Properties- Natalia Loll. All in favor, aye. Motion passed. 11. COMMENTS FROM THE AUDIENCE. Local resident Luis Haro addressed the Planning and Zoning Commissioners seeking guidance on establishing a donation-based non-profit organization. Mr. Haro shared his personal journey of recovery from addiction and proposed a kickboxing and MMA training program designed to help local youth manage stress and anger. He found a potential location at the former Fred's Market (Zoned C-2). Vice Chairman Vrayen Soriano advised Luis Haro that the facility must meet all safety codes, including fire and building inspections. He further instructed Mr. Haro to submit a building permit application along with a detailed floor plan layout he will also need engineering plans. No further comments were made. 12. UNFINISHED BUSINESS. None. 13. NEW BUSINESS City Clerk Liliana Soriano informed Planning and Zoning Commissioners that Planning and Zoning Commissioner Steve Wallace has turned in his letter of resignation. 14. NEXT SCHEDULED PLANNING AND ZONING MEETING: TO BE HELD ON WEDNESDAY, MARCH 18TH, 2026, AT 5:30 P.M. Motion made by Planning and Zoning Chairman Klansey Bateman, seconded by Planning and Zoning Vice Chairman Vrayen Soriano, to approve the next scheduled Planning and Zoning meeting date to March 18th, 2026, at 5:30 pm. All in favor, aye. Motion passed. 15. ADJOURNMENT. Motion made by Planning and Zoning Vice Chairman Vrayen, seconded by Planning and Zoning Commissioner Steve Wallace, to adjourn the meeting at 6:10 pm. All in favor, aye. Motion passed.
