PUBLIC HEARING NOTICE
Uintah Special Service District 1 hereby gives notice that a public hearing will be held to receive public comment regarding a proposed application to the Permanent Community Impact Fund Board (CIB) for grant funding in the amount of $50,000 for the development of a Parks, Recreation, and Community Facilities Master Plan.
The proposed project includes the preparation of a comprehensive master plan for approximately 60 acres of undeveloped property, the existing recreation center, and associated park and recreation facilities throughout Uintah County. The planning process will include evaluations of existing recreation assets, infrastructure conditions, operational and maintenance needs, future growth opportunities, and long-term capital improvement priorities.
The master planning effort will include community input meetings, stakeholder coordination, public surveys, demographic and recreation trend analysis, infrastructure assessments, conceptual design alternatives, and phased development recommendations. The project will coordinate with Uintah County and the communities of Vernal, Naples, Ballard, Jensen, Lapoint, and Tridell.
Facilities anticipated to be evaluated include:

- Serenity Park
- Ballard City Office Park
- Vernal City Community Park
- Naples City Park
- Independence Park
- Tridell Park
- Jensen Park
- Lapoint Park
The scope of work will include park inventory reports and assessments related to existing amenities, deferred maintenance, ADA accessibility, public safety improvements, parking and circulation, irrigation systems, utility infrastructure, playgrounds, athletic fields, trails, landscaping, signage, restroom facilities, future expansion opportunities, and tourism and economic development considerations.
The master plan will also include capital improvement prioritization lists, preliminary construction cost estimates, replacement schedules for aging infrastructure, water conservation recommendations, sustainability planning, recreation programming evaluations, conceptual site plans, phased implementation recommendations, and identification of future grant and funding opportunities.

All interested persons are invited to attend and provide comments regarding the proposed CIB funding request and project scope. Written comments may also be submitted prior to the hearing to Uintah Special Service District 1.
