Description/Agenda
In accordance with Utah Code 10-3-711, the Millcreek City Council adopted the following ordinances on May 26, 2026: Ordinance 26-25, Approving the Vacation of a Public Utility Easement Located Along the East Property Line of Property Generally Located at 3785 South Ash Circle, Also Known as Lot 42 of The Maple Hills Subdivision. The ordinance vacates a public utility easement and requires a 10 foot wide public utility easement be recorded in-lieu-of the existing easement parallel to and abutting the public right of way. Ordinance 26-26, Rezoning Certain Property Located at Approximately 1398 East Luck Lane from the Residential (R-1-8) Zone and Residential Mixed (RM) Zone to the Commercial (C) Zone, with the Following Zone Condition: 'Uses on the Entirety of the Property Shall be Limited to Medical/Dental and General Office, Personal Services, (Depository) Financial Institutions, and Reception and Event Centers. The ordinance provides for the commercial zoning of property located at 1398 E Luck Lane with certain conditions. Ordinance 26-28, Enacting Title 3, Revenue and Finance Chapter 3.11 to the Millcreek Code of Ordinances, Community Clean Energy Program. The ordinance established Millcreek's participation in the Community Clean Energy Program as approved by the Public Service Commission of Utah. Ordinance 26-29, Amending Title 11 of the Millcreek Code of Ordinances Regarding Parking. The ordinance amends code to provide for civil violations with parking enforcement. Ordinance 26-30, Adopting a Revised Urban Interface Map for the Utah Wildland Urban Interface Code, Issued by the International Code Council, with the Alternatives or Amendments Approved by the Utah Division of Forestry, Fire, and State Lands, as a Construction Code. The ordinance adopts Millcreek's revised Wildland Urban Interface Boundary Map. Ordinance 26-31, Rezoning Certain Property Located at Approximately 815 East Scott Avenue from the Residential R-1-6 Zone to the Residential R-4 Zone. The ordinance rezones property at 815 E Scott Avenue to provide for development of two duplexes. Ordinance 26-32, Approving a Development Agreement to Allow Certain Property Located at Approximately 815 East Scott Avenue to be Developed as 1) Two Residential Duplex Buildings (Four Total Residential Units) Each Individual Owner-Occupied, 2) to Establish Certain Easements, and 3) to Establish a Site Layout and Other Architectural Design Criteria. The ordinance approves a development agreement in conjunction with the rezone in Ordinance 26-31. Ordinance 26-33, Approving the Vacation of the Chambers Avenue Public Right of Way, Generally Located at Approximately 3200 South 1400 East. The ordinance vacates a portion of right of way to better align Chambers Avenue as it connects to Highland Drive. Ordinance 26-34, Amending Title 18 of the Millcreek Municipal Code for the Purpose of Establishing Neighborhood Compatibility Requirements and Regulating Lot and Parcel Coverage in Residential Zones. The ordinance amends code regarding neighborhood compatibility. Ordinance 26-35, Rezoning Certain Property Located at Approximately 1285 East Villa Vista Avenue from the Commercial (C) Zone to the City Center Overlay - Development Agreement (CCOZ-DA) Zone. The ordinance rezones property at 1285 E Villa Vista to accommodate a condominium complex. Ordinance 26-36, Approving a Development Agreement for an Owner Occupied, Twenty-Three Unit Residential Condominium Complex with Respect to Approximately 0.32 Acres of Real Property Located at Approximately 1285 E Villa Vista Avenue. The ordinance approves a development agreement in conjunction with the rezone in Ordinance 26-35.
