Wellington City Council Minutes Meeting held April 22, 2026 at Wellington Elementary Located at 250 W 200 W, Wellington, Utah at 6:00 P.M. Present: Councilman Bill Juber, Councilman Bryan Thayn, Councilmember Kathy Hascall, Councilman Cody Austin Absent: Mayor Jack Clark (excused), Councilman Kyle Monson (excused) City Staff: Nicole Oveson, Fire Chief George Anderson, Attorney Eric Johnson Attendees: Refer to attached sign in sheet Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 6:00 pm, Council Member Hascall, acting as interim mayor, opened the meeting announcing Mayor Clark and Councilman Monson was absent and excused. The meeting commenced with the pledge of allegiance. Minutes were approved as follows: 4/8/26 - Councilman Thayn made motion to approve the minutes. Councilmember Juber second, all approved. Agenda Item #2 Public Comment Period No public comments. Agenda Item #3 Sign-in Sheet for Attendees at City Council noting the time they arrive. Councilmember Hascall asked if all attendees please sign the sign-in sheet. Motion: No motion was necessary. Agenda Item #4 Acknowledgement of Who Has City Equipment, Devices, Credit Cards, or any property That Should Be Accounted For It was discussed that all equipment, devices, credit cards should be tracked and accounted for, including who received the property, serial #'s etc. Motion: No motion was necessary. Agenda Item #5 Gary Rea Complaint Regarding money He Paid That Should Have Been Taken Care of By The City Mr. Rea was not in attendance. Motion: No motion was necessary. Agenda Item #6 Revocation or Denial of Business Licenses When Contact has Been Make But License Fee Not Paid This item was tabled; more information is needed. Motion: No motion was necessary. Agenda Item #7 Vote for Friends of Wellington to Run Pioneer Days and Manage All The Finances Moved to later in agenda Motion: No motion was necessary. Agenda Item # 8 Friends of Wellington Report on Easter Activities with Ashley Yakovich and Kathy Hascall It was reported that the event was a huge success. There were 26 volunteers with 55 total hours for the egg hunt. The Coloring Contest was very successful. The winners were presented with their prize and ETV News was there to take pictures. Motion: No motion was necessary. Agenda Item #7 -Revisited Vote for Friends of Wellington to Run Pioneer Days and Manage All the Finances Presentation by Jennifer Clark outlining the proposal options from Friends of Wellington to oversee Pioneer Days. Presentation by Ashley Yakovich outlining how they will track and budget funds for Pioneer Days. Councilmember Hascall commented that she welcomes the help Motion: Councilman Thayn motioned to write a check to Friends of Wellington to manage the financial aspect of Pioneer days for this year (2026), the money that is earmarked for Pioneer Days. All donations will be made out to Friends of Wellington; all vendor booth payments will go to Friends of Wellington. It will be decided later how to deal with Pioneer Day rollover funds.- Councilman Juber seconded, all approved. Agenda Item #9 Discuss the Progress of the Old building. Wyatt, with Jones and Demile reported that CIB is providing a funding package. The old building is demolished except the fire department. It will be going out for bid in May, and construction should begin in June and go through Fall. Motion: No motion was necessary. Agenda Item #10 Carbon County Landfill is Offering Free Service It was announced that Carbon County Landfill will be offering free service for those wanting to clean up. Fees are waved for all residents through Saturday, April 25th. Their hours are 7am to 5pm. Motion: No motion was necessary. Agenda Item #11 Master Plan & Transportation Plan Updates for Sunrise It was announced that Sunrise will be doing an open house to discuss the master plan and transportation on April 30th at 6:00 pm to be held at Wellington Elementary Motion: No motion was necessary. Agenda Item #12 Jones & Demile Will Be Present to Discuss Lead and Copper The replacement of lead and copper pipes was presented. Homeowners can opt in by May 30th There is no cost to Homeowner for the replacement up to the home, will not go into the home. 1st phase will be pothole to identify composition of pipes, 2nd phase will be to replace those pipes identified as lead and copper. New building plans were shown. Agenda Item #13 Councilmember Reports Councilman Thayn reported they are working on the water reduction plan for water usage. Agenda Item #14 Unfinished Business Attorney Johnson brought to the council's attention that regarding the annexation of the almost 33 acres, there must be evidence of council's action to be sent to the Governor's office. A one-page ordinance was drafted, petition Notice of Intent. The ordinance was again passed Motion: Councilman Thayn motioned and Councilmember Hascall seconded, all approved. Agenda Item #15 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Closed session announced on personnel at 7:35 pm Agenda Item #16 Adjourn Motion: Councilman Thayn made a motion to adjourn. Councilman Juber seconded the motion. All approved. Meeting adjourned at 7:55pm Next meeting will be May 13, 2026 at 6:00 P.M. at the Wellington City Hall.
