Cannonville Town Council Meeting Minutes
MAY 2026
Cannonvillle town held their regular Monthly Board Meeting Wednesday, May 20th, 2026, in the town Hall. The meeting began at 7:00pm.
Public in Attendance: Anita Fletcher, Valarie Ott, Pete Jensen, Sue Bell, Myriah & Marshall Thompson, RC Franklin, wife and girls, Holden Westerman,
Board Members: Stewart Ivie, Alma Fletcher, Landyn Brinkerhoff, Mayor Bill Scoffield, Davis Kendrick; Machele Nelson, clerk, excused

Reading and Approval of Agenda: The agenda was reviewed and adopted. Motion by Stewart Ivie, 2nd by Davis Kendrick, all were in favor.
Reading and Approval of minutes: April 15th, 2026, town council meeting minutes were read, reviewed, and approved. No Changes. Motion to approve was by Landyn Brinkerhoff, 2nd by Stewart Ivie, all were in favor.
Mayor's Items: Mayor Scoffield welcomed everybody to the May 2026 meeting. He introduced, welcomed and congratulated Mr. Robert (RC) Franklin as a new town employee beginning 1 June 2026 as the new water master.
The Mayor reminded everybody of the Memorial Day Breakfast and patriotic program Saturday May 23rd at 9am at the town park.
At this point the Mayor indicated some budget business was necessary and asked for a motion to migrate from Town Council to a public forum. Motion to move was by Stewart Ivie, 2nd by Davis Kendrick, all were in favor. The mayor highlighted several line items that were over budget and needed to be adjusted before the end of the budget year 30 June 2026. An explanation was provided for the kitchen upgrades, salaries, and the galvanized connector project, each requiring more funds than were anticipated last June when the 2025-26 budget was developed. The discussion was then open to the public for questions and concerns. Marshall Thompson asked about the park upgrades. The Mayor proposed the changes be adopted and the budget be updated. 2nd Landyn Brinkerhoff, all approved. Alma Fletcher made the motion to move from the public forum back to the Town Council Mtg, 2nd by Stewart Ivie, all in favor.
Mayor Scoffield provided some SITLA updates about the development south of town adjacent to Promise Rock. A developer's meeting is expected soon. No additional details were provided, including any word from State Parks.
Mayor Scoffield thanked the contractors and workers that helped with the kitchen upgrades.
Departmental Reports:
Fire: Nothing to report. Practice fire safety during the drought
Public: Sue Bell highlighted the AM250 party 'Let Freedom Ring' will happen the morning of May 23rd, Memorial Day weekend. The breakfast and festivities will begin at 9am.
Planning: Mr. Pete Jensen reported that the planning commission met and discussed the new Zoning Ordinance. Additional research and review will be necessary. Marshall Thompson has summarized the ordinance and written a tool with links to pertinent guidance at the county and state level. Additional review will happen this week on Ashton Robinson's project.
Water: Alma Fletcher reported that a frequency adjustment was made increasing the amount of water that is pumped each night from the well. Water usage is up and everybody needs to check for leaks. Davis Kendrick talked about the 'Eyes on Water' app as a possible solution for monitoring leaks.
The Derek and Cary Clark water requests were discussed. It was felt that those lines would have at least 45 psi on them. A motion to approve was made by Mayor Scoffield, 2nd by Stewart Ivie, all approved.
Alma mentioned Sunrise Engineering had a second contractor and bids would be finalized soon. Work begins in June or early July. RC Franklin will be Cannonville's rep on the project. Alma will consult.
Parks: The kitchen is operational and has been used. Additional water lines from the grass will be evaluated and possibly installed. The lawn contractor has fertilized and treated the weeds. Mr. Davis Kendrick is close to finalizing a $1 purchase of the Bryce Valley Elementary playground equipment for Cannonville Park. It will be moved and re-erected in Cannonville.
Roads: Mr. Landyn Brinkerhoff has scheduled the chip seal project for next year. He's planning to get the street signs installed this month. 811 maps have been made.
Clerk: Machelle was excused; Monthly reports were made available for review.
