SCOFIELD TOWN COUNCIL MEETING MINUTES April 13, 2026 7:00 p.m. Call to Order: 7:00 p.m. by Mayor Levanger. Roll Call: Meliss Holloway, Brad Peacock, Jim Levanger, Ralph Brinkerhoff, Kim Erkkila, Debbie Redford. Moment of Reflection: Pledge of Allegiance: Led by Mayor Levanger Minutes Review: Ralph Brinkerhoff made a motion to approve the minutes of March 9th, 2026. Meliss Holloway seconded the motion. All were in favor. Minutes from Towns Special Meeting of March 13, 2026, were reviewed. Ralph Brinkerhoff made a motion to accept the minutes. Kim Erkkila seconded the motion. All were in favor. Financial Adjustments Reports: Mayor Jim Levanger read the report. There were no adjustments. Bills to Pay: Ralph Brinkerhoff questioned Jordan Sessions. The mayor advised that it is the weekend sewer haul driver. Meliss Holloway made a motion to pay the bills. Kim Erkkila seconded it. All were in favor. Public Comment Period: Jerry Lynch wanted to thank the council for all the extra work they have put in for the extra meetings regarding the mine, and everything pertaining to the town. Kathy Ivins stated that she has several people interested in helping with dumpster clean up prior to Pleasant Valley Days. She was advised that the dumpsters on the highway are the counties. Town Updates: The Town Well Vault project has been started and is making progress. Cemetery clean up date will be May 16th. (Weather Permitting) Boxcars Band will perform on June 13th from 3 to 5 p.m. in the town park. New Business: New sign on the highway for Pleasant Valley Days. There were two bids. Creative Signs $1,659.39 and Sign Edge $1,398.00 plus $400.00 per side for a tan color. Brad Peacock made a motion to accept the bid from Creative Signs. Meliss Holloway seconded the motion. All were in favor. Appointment of new town treasurer. Mayor looked at all factors and consulted with all council members. Mayor Jim Levanger appointed Ashley Pace as new town treasurer. Mayor Jim made a motion to appoint Ashley Pace as new town treasurer. Ralph Brinkerhoff seconded the motion. All were in favor. Possible approval of bathroom facilities for cemetery clean-up. If J& R Portables could provide a facility for under $400.00. Town clerk to call and get a price. Meliss Holloway made a motion to accept if it is under $400.00 for 9 days. Brad Peacock second the motion. All in favor. Old Business: Possible approval of Ordinance 4-2026 changing setbacks. Mayor Jim read Ordinance 4-2026. Kim Erkkila questioned any commercial with zero setbacks. Carbon County to address through them. Then deny through Scofield Town. Brad Peacock made a motion to accept Ordinance 4-2026. Meliss Holloway seconded the motion. Mayor Jim polled the council. Meliss Holloway 'Yes', Brad Peacock 'Yes', Jim Levanger 'Yes', Ralph Brinkerhoff 'Yes', Kim Erkkila 'Yes'. All were in favor. Council discussion and possible approval of Ordinance 3-2026 R-2 Zone Draft: An Ordinance Amending Chapter V of the Scofield Land Use Code to Create a Residential 2 (R-2) Zone with Reduced Side Setbacks for Legal Nonconforming Lots of Record; Establishing Eligibility Criteria and Procedures for Rezoning; and Providing for Related Matters. Small lots that have less than 60 feet coverage have to an existing lot as of today's date. No new lots less than 60 feet wide. Section B & C 5-2.5 Side Setback Requirements. This ordinance 3-2026 was tabled until next month. Council discussion and possible adoption of Resolution 4-12-2026 Master Fee Schedule amendments. March 13th meeting passed a resolution for a Master Fee Schedule. Council to decide on costs for the following. R1 & R2 Land Use / Planning: $500.00 Annexation Land Use Planning: Tabled until May 2026 Special Exemption Permit Fee: $500.00 Variance Application Fee: $500.00 Annexation Land Use / Planning was tabled until next month. Kim Erikkila made a motion to accept the three costs and to table the Annexation Land Use / Planning cost until next month. Meliss Holloway seconded it. All were in favor. Pleasant Valley Days Fireworks to be moved to Friday July 3rd, 2026. Town can buy fireworks but will need a pyro to light them off. Sheriff Woods may be able to come to the Pleasant Valley Days meeting. Jerry Lynch to see if there are any pyro's in Fairview. Motion to adjourn made by Kim Erkkila. Meliss Holloway seconded it. All were in favor. 7:59 p.m.
