Cleveland Town Council Meeting Approved Minutes April 9, 2026
The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, April 9, 2026 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, Carl Sitterud. Chance Thompson was absent. Public Attendance: ETV reporter Julie Johansen.
Called to order at 7:00 pm. Pledge led by Mayor Horrocks.
Minutes: Kristen Vose made a motion to approve March meeting minutes with address change of house address 100 S 100 E. on public comment. Seconded by Carl Sitterud. All were in favor, motion passed.
Public Comments/Questions: none
Item #1 Discuss/Approve/Deny Brindlayn Grange would like to ask for a donation to go to Girl's State.
Was not in attendance, moved to next item. Will need to look up what has been given in the past.
Item #2 Discuss/Approve/Deny allowing Swell Liquor to do a beer garden for Cleveland Days.
Kristen Vose stated that the responsibility would be huge. Mayor Horrocks and Whitney stated it is kid-oriented celebration. Carl Sitterud made a motion to deny allowing Swell Liquor having a beer garden for Cleveland Days. Seconded by Whitney Guymon. All were in favor, motion passed.
Item #3 Discuss/Approve/Deny policy or recommendations for watering.
Recommendation decided upon was only watering two days a week for 20 minutes per water system sections/zones. Mornings 6-10 am or evenings 6-10 pm, no Sundays. Whitney Guymon will make a flyer and get water tips from Carl Sitterud.
Item #4 Discuss/Approve/Deny spending money to fix old fire station roof, putting in self-flushing ADA compliant toilets at park, replacing lights in bays of old fire station and old fluorescent lights in cemetery shop.
Whitney Guymon made a motion to approve to maintain projects once fixed. Second by Kristen Vose. All were in favor, motion passed.
Item #5 Discuss/Approve/Deny Treasurer, Heather Holt, go over budget & projects.
Heather Holt found that she was told to put some money in the wrong place of the budget which caused problems with audit. She will make sure that money is removed in the next year. Projects will be pickle ball court, possibly sidewalks, shade for play area at park, put motion lights in bathrooms at park, look at drinking fountain at park, north side of OTH get AC/heating, electrical fixed. Whitney Guymon asked if beautification is flowers, reply was yes.
Item #6 Discuss/Approve/Deny noncompliant ordinance issues.
Mayor contacted Health Department about house at 100 S Center. He has not contacted her back. Clerk found that town did increase water bills three dollars for garbage bins and flowers back in 2016.
Item #7 Discuss/Approve/Deny bills and city financials for payment.
Motion to pay the bills and city financials was made by Mayor Horrocks. Second by Whitney Guymon. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed.
Item #8: Council Reports.
Chance Thompson(LEPC): absent
Carl Sitterud(Rec): didn't make Rec meeting.
Shawna Horrocks(CVSSD, EMS): EMS garage leads and pay for on call, still looking for more people. CVSSD last month reviewed projects. ULCT meeting in Castle Dale with Mayors.
Kristen Vose(PZ): Planning & Zoning approved zoning for Carl & Lucy Sherman's Barndominium, zoning for Laura Milchak for shed to do beauty salon business.
Whitney Guymon (YC): made flyer for Mother's Day for selling flower pots, have 62 left. Will check Gordon's when they will be ready.
Item #9 Adjourn Meeting.
Carl Sitterud made a motion to adjourn the meeting. Second by Kristen Vose. All were in favor, meeting adjourned.
