The following are minutes from the Town Council Meeting held on April 8, 2026. Started: 7:00 pm Present: Council Members: LaRee Stephenson, Tamara Dallin, David Wood, Mike Bleazard Absent: Mayor Matt Stephens Staff: Caralee Wood, Rod Dastrup Guests: Ted Bennett, Paul Johnson, Charles Tolley, Jason Christensen, Phil Whatcott 1. Pledge: Tamara Dallin Prayer: LaRee Stephenson 2. Approval of March 18,2026 Town Council Meeting Minutes LaRee Stephenson motioned to accept the minutes for the Holden Town Council Meeting held March 18,2026 Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mike Bleazard- yes 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated March 19, 2026- April 8,2026 were given to the council before the meeting for review. Tamara Dallin motioned to pay bills/payroll/reimbursement invoices dated March 19, 2026- April 8, 2026 LaRee Stephenson seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mike Bleazard- yes, 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Ted Bennet *Building Permits: No new permit requests Question regarding a shed being constructed at the RV park, The shed is approx. 8x8 It does not fall under the criteria for needing a building permit. 6. Fire Department *The county is implementing new SOPs (standard operating procedures) in how departments are called to fires. Which departments get called to what areas in the county. *Controlled burns have to be called in to dispatch. In the future there may be fines associated with fires that have not been called in prior to burning. This spring they have had many false alarms. *The fire department would like to revise the procurement policy in regard to the fire department, in that they are a separate entity from the town not requiring the approval of town council for fire department bills and purchases. 7. Report of Officers a. - Roads & Landfill *Town clean up: The town clean up will be run as it has been the past two years. The gate to the landfill will be left open three Saturdays in April, the 11th,18th and 25th. A clip board with the landfill log will be left at the gate for those dropping items off to sign and declare what it being dumped. The gate will remain open until 6pm. *Public works had a slow down sign on hand that will be placed at center street and 200 W. *Councilman Dallin would like to proceed in ordering the street signs that need replacing. We will use some of the B&C road funds to purchase the signs and order them through the correctional facility. *R6 as a copy of the street resolution and will aid the town in drafting it. *The scrap metal at the dump is being collected, the recyclers will be taking 4-5 loads. The town will receive a check for the recycling of the metal. b. Parks, Recreation and CERT *Easter Egg Hunt- The Easter egg hunt had a good turn out again this year, not as many as last year but those that came had a good hunt. *The water heater has been installed in the pavilion kitchen and is ready for use. *Public works has contacted a plumber to look at the toilets in the town hall to fix the leaks, and the flushing issue in the men's room. C..David Wood - Electric *AMI meter update- Eaton is working on the configuration for the new electric meters and the interface between the water and electric meters. Water *Due to a water leak at the church house, a new meter was installed to replace the old meter. The meter box needed to be dug up to fix the line running to the area with the leak. It was best to replace the meter now rather than dig it up again later. *Water project update- Eleven letters to property owners were sent out for permission to seek water on their property. Of the eleven the town has received seven responses back with six being favorable to accessing their property. Councilman Bleazard is working on obtaining phone numbers and a possible second letter will be sent to the property owners the town doesn't hear back from. Councilman Bleazard has talked with R6 regarding a CIB grant to help fund the AMI water meters. This would remove the meters from the water project funding, leaving more funds for other project items. Councilman Bleazard will also get a bid estimate for the bulk water system (to fill stock tanks, etc.) that could also be funded under a CIB loan/grant. 7.New Business *Paul Johnson who works for UDOT was asked to inform the town that this coming summer there will be a road construction project that will impact Holden. Highway 50 from Thatcher's to the North onramp will be affected. More information will be coming as the project gets closer. 8. Outstanding Business 9.
