Community Development Block Grant (CDBG) Second PUBLIC HEARING, Christy Dahlberg Tooele County will hold a public hearing to discuss the project determined to be applied for in the CDBG Small Cities Program in Program Year 2026. The project is funding for the Planning and Administration of the CDBG program for Morgan, Tooele, and Weber Counties (excluding Ogden City). Comments will be solicited on the project scope, implementation, and its effects on residents. The hearing will begin at 6 P.M. on 5/19/2026 and will be held at the Tooele County Building, 47 S Main Street, Tooele, UT 84074. Energy Solution Aquatic Center Update, Brittany Lopez Discussion regarding the opening date for the EnergySolutions Aquatic Center and an overview of planned summer festivities for 2026. 6. Discussion Item A. 2026 Tourism Board Grant Recommendations, Tyler Guy 1 of 3 The TRT Board Chair will present the Board's recommendations for the 2026 Tourism Grant funding cycle, including an overview of the applications and proposed funding recommendations for Council consideration. 8. Contracts A. Contract for Tourism Marketing Services, Brittany Lopez An RFP was issued to select a marketing agency to create and administer a tourism marketing campaign using awarded UOT grant funds and County matching funds. Fourteen (14) proposals were received. KH Madden was selected for award in the amount of $300,000.00 as the highest scoring proposal. B. Contract for Electronic Health Record System, Peter Clegg An RFP was issued to select a secure electronic health record system for use by the Department of Human Services. Six (6) proposals were received. Qualifacts' solution, Credible, was scored the highest and selected for an award in the amount of $59,850 in the base year. The contract contains four additional option years, which bring the total contract value to $212,152 if all renewal options are exercised. The total contract term, inclusive of all options, is five (5) years. 9. Line-Item Transfers A. Line-Item Transfers Solid Waste $1,300,000: Solid Waste did not receive the grant to build the scale office and add two new scales. This request is to pay for it using fund balance. 10. Resolutions/Ordinances A. Resolution 2026-11 - Amending (Increasing) the 2026 Tooele County Budget, Alison McCoy - PUBLIC HEARING This resolution increases the General Fund by $74,530, the Roads Fund by $4,496, and the Health Fund by $550,000, the Capital Improvement Fund by $570,925, and the Airport Fund by $24,630. B. Resolution 2026-12 - Presentation and Adoption of Tooele County's Safe Streets for All Action Plan, Rachelle Custer This resolution adopts the Safe Streets for All Comprehensive Safety Action Plan for Tooele County, which was funded by a federal grant through the US Department of Transportation to prevent roadway fatalities and serious injuries. C. Ordinance 2026-04 - Rezoning 1,329.33 Acres of Land, Located East of Rush Valley and Southwest of Stockton, From MU-40 to A-5, Mili Pioquinto Chris Thompson and other landowners near Rush Lake have requested that 1,329.33 acres of land located east of Rush Valley and southwest of Stockton be rezoned from MU-40 to A-5. The Planning Commission voted in favor of the rezone. D. Resolution 2026-13 - Amending the Tooele County Fee Schedule, Nathan Harris This resolution amends the fees for the Solid Waste Department and the Health Department. 11. Boards & Committees A. Board Vacancies The Council on Aging has 1 vacancy. The Historic Preservation Commission has 2 vacancies. The Housing Authority has a vacancy for an Attorney and a vacancy for a Financial Services Representative. The Planning Commission has 1 vacancy for an alternate. The Recreation Special Service District has 1 vacancy for an alternate. The Rush Valley Water Conservation District has 1 vacancy. The Lake Point Cemetery and Parks Special Service District has 1 vacancy. 12. Council Update 13. Manager Update 2 of 3 14. Manager Update: Ratifications A. 5 MVA's Refund on Motor Vehicle B. Trinity Services Agreement Addendum This addendum outlines the cost increase for inmate meals. C. Prowest Contract D. Deferral of Delinquent Property Tax E. Extension to ES&S Contract 18-02-01- Mail Ballot Verifier Agreement F. Contract for Building Inspection Services G. Sheriff's Office Staffing Study Contract An RFP was issued to select a consulting company to perform a comprehensive staffing study of the Tooele County Sheriff's Office. Eight (8) proposals were received. Matrix Consulting was selected for the award in the amount of $99,500.00 as the highest scoring proposal. H. Tooele County Sheriff's Office and Children's Justice Center Interagency Agreement This agreement outlines how sensitive information about cases will be shared between the TCSO and the CJC. I.
