Notice is hereby given that the RAMP Tax Advisory Commission of Layton, Utah, will hold a meeting in the Layton City Council Conference Room, 437 North Wasatch Drive, Layton, Utah, at 5:00 pm on Monday, May 18, 2026

A. Should the RAMP Commission recommend assigning another organization the responsibility of determining if each applying entity meets the State and local definitions of a qualifying organization? This would remove this responsibility from the Commission and give it to another 3rd party.
B. Should the RAMP Commission recommend changing the City Ordinance and RAMP Bylaws to include the State Code language that a qualifying organization's primary purpose shall be the advancement and preservation of Recreation, Arts, Museum, and Parks?
C. Should the RAMP Commission recommend requesting an independent third-party audit for Major and Tier I applicants who receive more than $25,000 in RAMP aggregate funding (Utah Code 51-2a-201.5)?
D. Should the RAMP Commission recommend changing the City Ordinance and RAMP Bylaws to change the amount of time an applicant has to spend the awarded money from 1 year to 18 months?
E. Should the RAMP Commission recommend changing the City Ordinance and RAMP Bylaws to change the terms of RAMP Commission Members from 2-year terms to 3-year terms?
F. Should the RAMP Commission recommend changing the RAMP Bylaws to include language that would provide guidance to the Commission Members about what constitutes a complete application and what constitutes an incomplete application?
G. Should the RAMP Commission recommend changing the RAMP Bylaws to include language that would provide guidance to the Commission Members about when to deny applications as incomplete?
H. Should the RAMP Commission recommend changing the RAMP Bylaws and Calendar to provide guidance to the Commission on whether, and when, the Commission can request additional information from a grant applicant?
I. Should the RAMP Commission recommend changing the RAMP Bylaws to include language that would provide guidance to the Commission Members about the definition of Operating Expenses?
J. Should the RAMP Commission recommend changing the RAMP Bylaws to include language that would provide guidance to the Commission Members about the definition of Capital Expenses?
K. Should the RAMP Commission recommend changes to the RAMP Calendar?
X. Motion to Close Public Meeting and Adjourn
