- PAROWAN NOTICE OF PUBLIC HEARING Notice is hereby given that on Wednesday, May 20, 2026, at 6:00 p.m., or as soon thereafter as possible, the Planning and Zoning Commission will hold a public hearing in the Parowan City Council Chambers, 35 E. 100 N., Parowan, UT, to receive public comments regarding a proposed amendment to the Transportation Master Plan to reclassify a portion of 100 North from a Local Road to a Minor Collector roadway. City staff believes this amendment is appropriate for two primary reasons: 1. The West side of the community currently lacks adequate east-west collector connections. In this area, the only major east-west corridors are 400 North and 200 South, both classified as arterial roadways, with no collector routes between them. By comparison, the east side of the city has a more balanced roadway network with additional east-west connections. 100 North is half-way between 400 North and 200 South and is on the cusp of development, hence the need for the classification now. Reclassifying 100 North as a Minor Collector would help improve long-term traffic circulation and roadway connectivity on the west side of town. 2. The proposed designation would improve the City's ability to pursue regional and state transportation-related funding opportunities. Many transportation planning, corridor preservation, and construction funding programs require a roadway to be identified in an adopted transportation plan as a collector or arterial facility before eligibility can be considered. Updating the classification of 100 North would position the City for planning and infrastructure funding opportunities. This amendment does not commit the City to immediate construction or widening of the roadway. Rather it recognizes the corridor's anticipated long-term transportation function and preserves future planning options. The public is encouraged to attend to offer comments.
