MAYOR UPDATES: The mayor brought up from the minutes, cutting through the road for Frank's new water meter. He would like to stay consistent with what Kelly told the Piepers, that boring under the road is better and cheaper.
Steve is still trying to find the fiber optic line to install the water meter at the Branums. The mayor suggested calling them to come back out and mark it again. They have a trailer on the property that they are using to stay in to work on the property as they come back and forth. They are working on getting septic and power, but that won't be here permanently for at least a year. They will keep in contact with the town when they are more permanent.
Steve is waiting for Brad to order the water meter insulators. The mayor suggested using the money that the town received from recycled brass from the old water meters to buy the insulators instead of having the customers pay for them. The total was over $2800.00. The council agreed.
The Mayor read Ed Payette's resignation for Planning Commission Chair beginning April 1st. Vic Middleton will chair the PC until someone else can be found to replace Ed.
WATER: Kelly Crane is working on the Water Master Plan and it should be available soon. Steve went to talk to Kelly about getting up on the mountain and letting him know the gate was open. He wasn't there, but they said they had been discussing it and will be up soon.
Troy asked for another water meter to install on his property. Doug made a motion to sell him a water meter, Zac seconded the motion.
The Town has posted their water shares for bid for this 2026 season. Bids will be taken until June 1st.
The Town of Joseph was contacted by the Junior class president, Jason Dorgun about coming over with the Junior class and doing some volunteer work for the town on April 9th from 12:30-2:30 . The mayor asked that anyone available please be there to help. Jared will get with Steve to make a plan.
BUSINESS LICENSE: Frank Crowder came to the town and said that the Town doesn't have any specific requirements for obtaining a business license. He went to Monroe and asked what their process is. He said it is based on zoning, what the business is, and the impact it will have on the community. He said knowing the businesses around us would be beneficial to collect taxes for the town. The mayor said the town does have a Home Occupation Permit ordinance which they go off of when someone is requesting a business license. That person must apply for a business license through the council.
Doug asked Frank how his problem with the noise from a neighbor is coming along. He said it's still there. The mayor has been discussing noise ordinances with Tyler Timmons and asked him if he would come talk to the council and what it would consist of. Tyler said that a noise ordinance is one of the hardest ones to enforce. We would need an enforcement officer tasked with setting out and recording incidents, however many times a week they are hired for and writing letters to enforce the code. Noise ordinances are typically placed at 10:00pm-6:00am (quiet hour) There is a lot of subjectivity, some things bother some people, others it doesn't. That's why an enforcer would be needed. Tyler recommended talking to the problem and seeing if it can be fixed that way. He also suggested writing a letter to the community asking for their help and being aware of their neighbors. He said he would help in any way he can. The council felt like it would be good to try and work it out without an ordinance and see if the issue can be resolved.
FOURTH OF JULY: Derick Obray contacted the mayor and offered to donate $1,000 to add to our fireworks show. Preston Parker and Karl Obray might also be interested in donating. Fireworks need to be ordered by April 6th.
Doug motioned to adjourn the meeting, Doug seconded the motion.
