Planning and Zoning Pending Minutes for April 1, 2026 The Planning commission met on Wednesday, April 1, 2026 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commissioner Rowley, Livingston, Horrocks, Gardner on phone, Mr. Ellis was absent. Council Member Vose was in attendance. Public attendees: The Sherman's, Ms. Milchak, Mr. Powell, The Meeting was called to order by Commissioner Livingston at 7:06 pm. Pledge was led by her. Minutes: Commissioner Gardner had a question about a comment that was made on the Work Meeting Item # 3 for shed compliance in the minutes, postponed minute approval until after action items to take care of question. Public Comments: None Action Agenda: Item #1 Discuss/Approve/Deny the Sherman's building plans for home instead of modular. The Sherman's explained that they will be doing a barndominium for their house due to hidden costs with the modular. Boss Hog Barndominiums will be the contractor. Set backs are still met for front, sides, and back. Commissioner Rowley made a motion to approve the new plans for zoning. Second by Commissioner Horrocks. All were in favor, motion passed. Item #2 Discuss/Approve/Deny Mr. Christensen would like to inquire as to what he can build or put on his property. No show. Item #3 Discuss/Approve/Deny Ms. Milchak wants to put a small shed next to her house to turn into a beauty salon. They already have the shed in their driveway. She explained where she will put the prebuilt shed that is sitting in her driveway. Once the accessory shed is moved it will be 23 feet from her house and side and back setbacks are within zoning ordinance for accessory sheds. She will use the shed for a beauty salon with parking will be in driveway. She will get the Health Dept to inspect it before coming next month to get her business license for the salon. Commissioner Rowley made a motion to approve the accessary shed building as presented. Commissioner Horrocks seconded the motion. All were in favor, motion passed. Minutes: Council Member Vose stated that the minutes could be approved because they are correct, but the information in the statement could be brought back up in the next meeting. Commissioner Horrocks made a motion to approve the minutes for Feb 4, 2026 as they are. A second was made by Commissioner Gardner. All were in favor, motion passed. Work Meeting: Item #4. Discussion/develop/approve/deny ordinance for individual motel units, cabins, and recreational vehicle courts. Commissioner Livingston explained that she is still working on typing up ordinance. Put state definition into the definition. She wanted to know which of the other town's ordinances were used besides Orangeville. Density of sites per acre from Ferron's ordinance. Change from travel trailer to recreational vehicle on our ordinance. Move or reference 2-9.4 Fees and Financial capability, which is right before group homes. Will have a section for definitions and regular ordinance. Need to be consistent with other ordinances, so we need to use or reference parts of new subdivision ordinance. Item #5: Any other items needing attention. Commissioner Gardner would like the shed issue to be on next month's agenda to be discussed about the 25-foot triangle part of the ordinance for accessory sheds and driveways. Item #6: Adjourn Meeting: Commissioner Rowley made a motion to adjourn. Commissioner Horrocks seconded. All were in favor, meeting adjourned. Nancy Livingston, Clerk
