- Agenda Review for the Special City Council, Redevelopment Agency, and Special Municipal Building Authority meetings;
- Administrative Update - Water Conservation;
- Proposed Fiscal Year 2026-2027 Budget:
o General Fund Revenues;
o Business Depot Ogden Lease Revenues and Expenditures;
o Utility Enterprise Fund Transfers;
o City Attorney Department Budget;
o Municipal Building Authority Budget;
- Proposed Fiscal Year 2025-2026 Year End Budget Amendments;
- Council/Board/Trustee Business; and
- Council/Board/Trustee Comments.

Proposed Resolution 2026-3 adopting the Annual Action Plan for the period July 1, 2026 through June 30, 2027, and directing that this document be submitted to the U.S. Department of Housing and Urban Development. (Adopt/not adopt resolution - roll call vote)
2. Fiscal Year 2026-2030 Consolidated Plan Amendment #2. Proposed Resolution 2026-4 adopting Amendment #2 to the Consolidated Plan for the period July 1, 2025 through June 30, 2030, and directing that this document be submitted to the U.S. Department of Housing and Urban Development. (Adopt/not adopt resolution - roll call vote)
4. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any issue or topic. To ensure that the meeting is managed in an orderly and efficient manner, public comments will be limited to three minutes or less per person, as determined by the Council Chair. b. Wildcat Square Community Reinvestment Project Survey Area. Proposed Resolution 2026-3 authorizing the establishment of a survey area comprised of a portion of parcel 06-106-0032 located on the Weber State University campus bounded by the following streets - Playfield Way, West Campus Drive, Village Drive, and the OGX bus line lane.
