1. Introduction
Ogden Valley Parks Service Area ('OVPSA' or the 'District') is soliciting bids from qualified contractors for the Liberty Park Water Line Repair Project.
A restroom facility was installed at Liberty Park, but it has not functioned properly due to undersized water lines. The purpose of this project is to replace and upgrade the water service line and related improvements so that the restroom facility can operate as intended before the Liberty Park Fourth of July event.
This solicitation is issued under the Utah Procurement Code and OVPSA's applicable procurement policies. OVPSA intends to award the work to the lowest responsive and responsible bidder, subject to the terms of this solicitation.

3. Project Structure and Award
The Project includes three separately identifiable scopes of work:
1. Trenching and Water Line Installation
2. Concrete Demolition and Replacement
3. Plumbing Connection and Core Drilling
Contractors may submit bids for one scope, more than one scope, or all scopes. Each bid must clearly identify the scope or scopes included in the bid.
OVPSA may award one combined contract for all scopes, separate contracts for individual scopes, or no contract, depending on the bids received and what OVPSA determines to be in the District's best interest. If OVPSA awards separate contracts, each contractor will be required to coordinate with the other contractors performing work on the Project.
4. Site Visit (Canceled, Site Visits Can Be Scheduled)
OVPSA will provide an opportunity for interested bidders to inspect the site before submitting a bid.

Optional Site Visit: Attendance at the site visit is strongly encouraged but not mandatory. Bidders are responsible for reviewing site conditions and submitting a bid that accounts for the conditions affecting the work.
Bidders are responsible for verifying site conditions before submitting a bid. No additional compensation will be allowed for conditions that were reasonably observable or should have been considered before bid submission.

OVPSA may issue written addenda responding to questions or modifying this solicitation. Any material clarification or change will be issued by written addendum and made available to all known bidders. Bidders are responsible for reviewing all addenda before submitting a bid.
6. General Requirements Applicable to All Scopes
Each contractor must:
1. Be properly licensed in the State of Utah for the work included in the contractor's bid;
2. Carry insurance in the amounts required by OVPSA;
3. Comply with all applicable federal, state, and local laws, codes, ordinances, permitting requirements, and inspection requirements;
4. Provide all labor, materials, tools, equipment, supervision, and incidentals necessary to complete the work included in the contractor's scope;
5. Coordinate with OVPSA and with other contractors working on the Project;
6. Complete the work no later than [June 21, 2026], unless otherwise approved in writing by OVPSA;
7. Maintain a clean and safe work site;
8. Protect existing improvements and restore disturbed areas as required by the scope of work; and
9. Warrant the work against defects in workmanship and materials for a period of one year after completion and acceptance by OVPSA.
7. Scope 1 - Trenching and Water Line Installation
The contractor shall provide all labor, materials, equipment, and supervision necessary to complete scope 1 - trenching and water line installation work, including:
1. Excavate a trench approximately 350 linear feet from the existing water meter to the restroom facility;
2. Ensure trench depth meets all applicable local code and frost depth requirements;
3. Install a new 2-inch water service line;
4. Connect the new line to the existing water meter, including coordination with the utility provider if required;
5. Provide all pipe, fittings, bedding material, and associated components;
6. Backfill and compact the trench to prevent settling;
7. Restore disturbed areas to pre-construction condition, excluding the concrete pad area unless otherwise stated; and
8. Coordinate work with the concrete contractor and plumbing contractor.
Permitting and inspection will be the responsibility of the contractor.
8. Scope 2 - Concrete Demolition and Replacement
The contractor shall provide all labor, materials, equipment, and supervision necessary to complete scope 2 - concrete demolition and replacement work, including:
1. Demolish and remove the existing concrete pad, approximately 10 feet x 10 feet;
2. Haul off and properly dispose of all debris;
3. Coordinate with the trenching contractor to allow for utility installation;
4. Prepare subgrade following trench backfill;
5. Form and pour a new concrete pad;
6. Match existing adjacent finishes as closely as reasonably possible;
7. Provide proper curing and finishing; and
8. Coordinate work with the trenching contractor and plumbing contractor.
Concrete should be finished to match existing concrete, Concrete should also slope away from building and allow for clearance of door opening.
9. Scope 3 - Plumbing Connection and Core Drilling
The contractor shall provide all labor, materials, equipment, and supervision necessary to complete scope 3 - plumbing connection and core drilling work, including:
1. Core drill into the existing restroom structure as required;
2. Connect the new 2-inch water line to the building plumbing system;
3. Upsize the existing 1-inch service line to a 2-inch line;
4. Install all required valves, fittings, transitions, and related components;
5. Ensure all work complies with current plumbing code;
6. Obtain and/or coordinate required plumbing permits and inspections, as assigned by OVPSA;
7. Coordinate tie-in with the trenching contractor;
8. Pressure test the system; and
9. Confirm proper operation.
10. Bid Submission Requirements
Each bid must include the following:
1. Contractor name, address, contact person, phone number, and email address;
2. Utah contractor license number and classification;
3. Identification of the scope or scopes being bid;
4. Total bid price for each scope being bid;
5. Itemized cost breakdown, if requested by OVPSA;
6. Proposed schedule and confirmation that the work can be completed by June21, 2026;
7. Description of relevant experience;
8. Proof of insurance or statement confirming ability to provide required insurance before work begins;
9. Any assumptions, exclusions, or requested clarifications; and
10. Acknowledgment of all addenda issued by OVPSA.

13. Basis of Award
OVPSA intends to award the work to the lowest responsive and responsible bidder for each scope or, if in OVPSA's best interest, to the lowest responsive and responsible bidder for the combined project.
A responsive bid is one that materially complies with this solicitation. A responsible bidder is a bidder that has the licensing, experience, resources, insurance, capacity, and ability to perform the work.
OVPSA may reject a bid if the bid is nonresponsive, the bidder is not responsible, the bid contains material exceptions or conditions, the bidder cannot meet the required completion date, or rejection is otherwise allowed by law.
14. Reservation of Rights
OVPSA reserves the right to:
1. Reject any or all bids;
2. Cancel or reissue this solicitation;
3. Waive immaterial informalities or irregularities;
4. Request clarification from bidders as allowed by law;
5. Award by individual scope or as a combined project;
6. Decline to award one or more scopes; and
7. Make the award that complies with the solicitation and is in the District's best interest.
15. Contract and Notice to Proceed
The selected contractor or contractors will be required to enter into a written agreement or purchase order acceptable to OVPSA before beginning work. No work may begin until OVPSA issues written authorization to proceed.
The contract will include, at minimum, terms addressing scope of work, compensation, schedule, insurance, licensing, permits, inspections, change orders, payment, warranty/correction of defective work, termination, indemnification, governmental immunity, and compliance with applicable law.
16. Insurance
Before beginning work, each selected contractor must provide proof of insurance acceptable to OVPSA, including:
1. Workers' compensation insurance as required by law;
2. Commercial general liability insurance in an amount not less than $1,000,000 per occurrence and $2,000,000 aggregate, unless OVPSA approves a lower amount in writing based on the nature and value of the work.;
3. Commercial automobile liability insurance, if vehicles will be used in performing the work, covering owned, non-owned, leased, and hired vehicles, with a minimum limit of $1,000,000 combined single limit, unless OVPSA approves a lower amount in writing based on the nature and value of the work.; and
4. Any other insurance reasonably required by OVPSA for the contractor's scope of work.
17. Permits and Inspections
Responsibility for obtaining permits and coordinating inspections shall be as follows:

Each contractor is responsible for complying with all permit and inspection requirements applicable to the contractor's work.
18. Change Orders
No change in the scope of work, contract price, or completion deadline will be effective unless approved in writing by OVPSA before the changed work is performed.
19. Payment
Payment will be made after completion and acceptance of the work, unless otherwise agreed in writing. Contractor must submit an invoice in reasonable detail. OVPSA may withhold payment for defective, incomplete, or disputed work.
20. Public Records
OVPSA is a governmental entity subject to the Government Records Access and Management Act, Utah Code Title 63G, Chapter 2. Bids and related procurement records may be subject to public disclosure as required by law.
21. No Contact Outside Solicitation Process
Bidders should direct all questions regarding this solicitation to the contact person identified above. Material questions and answers may be shared with all known bidders through written addendum.
22. Public Posting
This solicitation shall be posted for the period required by the Utah Procurement Code. Generally, notice of the solicitation should be posted at least seven days before the bid submission deadline unless OVPSA determines, in writing, that a shorter period is legally justified and competition from multiple sources may still be obtained.
