I, Chelise Curtis, Clerk/Auditor of the County of Duchesne certify:
1. Pursuant to Utah Code Annotated § 20A-5a-205, candidates whose names appear on
the attached list are qualified for placement and shall appear on the 2026 Utah Primary
Election ballot as they appear and in the order they are listed;
2. The Democratic Party and the Republican Party have declared their intent to participate
in the 2026 Utah Primary Election;
3. The Democratic Party permits all registered voters, regardless of party affiliation, to
participate in its Primary Election;
4. The Republican Party permits only voters affiliated with the Republican Party to affiliate
in its Primary Election;
5. Pursuant to Utah Code Annotated § 20A-2-107, registered voters may not designate or
change their party affiliation after April 1, 2026; and
6. Pursuant to Utah Code Annotated § 20A-2-107.5, registered voters who are not
affiliated with a party may affiliate with a party by giving a change of affiliation from to an
election judge during the primary election.

2026 - 2027 MASTER BALLOT POSITION LIST
In accordance with Utah Code § 20A-6-110, Utah Lieutenant Governor Deidre M. Henderson hereby establishes the
Master Ballot Position List, establishes written procedures for election officials to use the Master Ballot Position List,
establishes written procedures for the Lieutenant Governor in conducting the randomization in a fair manner, and
provides a record of the random selection process used.

B. Written procedures for election officials to use the Master Ballot Position List.
In accordance with Utah Code § 20A-6-110, election officers shall use the Master Ballot Position List for
2026-2027 to determine the order in which to list candidates on the ballot for any election held during
those years. To determine the order in which to list candidates on the ballot, the election officer shall
apply the randomized alphabet as so:
The candidates' legal surnames as listed on the declaration of candidacy.
If two or more candidates have legal surnames that begin with the same letter, the list shall be
applied to each subsequent letter in the candidates' legal surnames as listed on the declaration of
candidacy.
If two or more candidates list identical surnames on the declaration of candidacy, the list shall be
applied to the candidates' legal given (first) names as listed on the declaration of candidacy or, if
a candidate filed a name affidavit under Utah Code § 20A-6-109, as listed on the name affidavit.
C. Written procedures for the Lieutenant Governor in conducting the randomization in a fair
manner and record of the random selection process used.
The Office of the Lieutenant Governor will conduct the randomization process by drawing wooden letter
tiles from an opaque bag and following these procedures:
1. A wooden tile with each letter of the alphabet printed is to be placed in an opaque bag.
2. Three individuals are to be selected to draw tiles out of the bag.
3. The order the individuals draw tiles out of the bag is selected at random by rolling a die. The
person rolling the highest number on the die picks first, the second highest roller picks second,
and the lowest roller picks third.
4. Ties are broken by rolling the die until one of the individuals in the tie rolls a number that is
higher than the other person they are tied with.
5. Letters are pulled out of the opaque bag until all tiles are removed.
6. The order the tiles were picked from the bag becomes the Master Ballot Position List. For
example, the first tile pulled being the first letter on the list, the second tile pulled being the
second on the list and so on.
The randomization was done on Monday April 6, 2026, at 4:00 p.m. in the rotunda of the Utah State
Capitol. Notice of the meeting was published on the Public Notice Website and broadcast live on Zoom.
