The Board will consider approving a resolution adopting the tentative budget for the Capital Projects Fund of the Local Building Authority of Salt Lake City, Utah for Fiscal Year 2026-27.
The LBA's Capital Projects Fund for Fiscal Year 2026-27 only includes the bond debt services for the Glendale and Marmalade Libraries. (Other Capital projects throughout the City are included in the Mayor's Recommended Budget; see the Capital Improvement Program Budget Book.) The LBA is a financing tool for cities and government entities, like libraries, to bond for capital projects at better interest rates. Capital projects are big construction projects like parks, public buildings, and street projects.

1. Welcome and Public Meeting Rules.
2. The Council will approve the retreat meeting minutes of January 7, 2026, and the work session meeting minutes of January 20, 2026, February 10, 2026, and February 17, 2026, as well as the formal meeting minutes of January 20, 2026, and February 3, 2026.
3. Mayor Mendenhall will present the proposed Salt Lake City budget, including the Library Fund, for Fiscal Year 2026-27.
4. *ADDED ITEM* Mayor Mendenhall intends to state and will make a statement while presenting the proposed Salt Lake City Budget for Fiscal Year 2026-2027 that there is a proposed property tax increase included in the tentative budget.

1. Grant Application: Fiscal Year 2027 COPS Technology and Equipment Grant - Public Safety Vehicles
The Council will accept public comment for a grant application request from the Police Department to the Community Project Funding (CPF), House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies. If awarded, the grant would fund the purchase of three quick response transport vans, one transport van, and one operations management center vehicle. If approved, the grant period would be for one year. These vehicles will be used during emergencies, mass casualties, demonstrations, and large events, such as the Olympics and the Latter-Day Saints Temple open house. This request is sponsored by Representative Blake Moore.

2. Grant Application: Utah Outdoor Recreation Grant Regional Asset Tier 2026 The Council will accept public comment for a grant application request from the Public Lands Department to the Utah Division of Outdoor Recreation. If awarded, the grant would fund the construction of a pump track, adaptive pump track, and skatepark at Glendale Park. The adaptive pump track will be the first fully adaptive pump track in Utah.

3. Grant Application: State Historic Preservation Office (SHPO) Cemetery Grant
The Council will accept public comment for a grant application request from the Salt Lake City Cemetery to the Utah State Historic Preservation Office. If awarded, the grant would fund a large-format overhead scanner that would assist in digitizing 179 years of historic records, including fragile and oversized documents dating to 1847.

4. Grant Application: Emergency Management Performance Grant
The Council will accept public comment for a grant application request from the Fire Department to the Utah Division of Emergency Management. If awarded, the grant would fund the hardware and accessories to expand redundant and backup communication capabilities in the event of failure of the cellular network, which is currently the primary communications pathway.

5. Ordinance: Fortune Road Partial Street Vacation
The Council will accept public comment and consider adopting an ordinance that
would vacate a portion of Fortune Road from approximately 2040 West Fortune Road to the intersection at Wallace Road. The petitioner owns all land adjacent to the proposed street vacation. The proposal would restrict access to their properties, thereby increasing public safety. If approved, the right-of-way would be sold to the petitioner at fair market value and incorporated into their private property. Located within Council District 2.

6. Ordinance: Mansell Manor Zoning Map Amendment
The Council will accept public comment and consider adopting an ordinance that would amend the zoning of the property at 1726 South Jefferson Street and a portion of 1750 South Jefferson Circle from MU-11 (Mixed-Use District 11) and RMF-35 (Moderate Density Multi-Family Residential District) to MU-8 (Mixed-Use District 8). The proposal would allow the applicant to construct a multi-family development, however the applicant has not provided details on the proposed development at this time. The proposed Community Benefit for the project states that 15% of the developed units will be sold or rented at 80% AMI (Area Median Income) or below. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The project is within Council District 5. 7. Resolution: Honorary Street Renaming of The City-Owned Portion of 500 South
The Council will accept public comment and consider adopting a resolution that would honorarily rename the City-owned portion of 500 South between State Street and 700 East as 'Dolores Huerta Boulevard.' The honorary street name would recognize Dolores Huerta, who is an American labor leader and feminist activist. She co-founded the National Farm Workers Association and is best known for organizing farm workers, leading nationwide grape boycotts, coining the slogan 'Sí, se puede' (Yes, we can), and fighting for better wages and working conditions.

8. Ordinance: Camping or Obstructing Public Property and Park Rules Text Amendment
The Council will accept public comment and consider adopting an ordinance that would amend various sections of the Salt Lake City Code relating to camping on public grounds, streets, parks, and playgrounds, park hours, disposing of unclaimed property, and obstructing sidewalks. The proposal would introduce an updated definition of what
constitutes camping and consolidate and clarify the use and obstruction of public spaces and rights-of-way to reduce confusion and ensure proper enforcement.

9. Ordinance: Master Plan and Zoning Map Amendment at Approximately 346, 350, 354, and 3 70 South 800 East, and 775 East 400 South
The Council will accept public comment and consider adopting an ordinance that
would amend the zoning of the properties at approximately 346, 350, and 354 South 800 East from RMF-35 (Moderate Density Residential Multi-Family) to MU-5 (Mixed-Use 5). The proposal would also amend the Central Community Plan Future Land Use Map of the properties at approximately 346, 350, 354, and 370 South 800 East and 775 East 400 South from Medium Density Residential (15-30 dwelling units/acre) and Medium Density Transit Oriented Development (10-50 dwelling units/acre) to High Density Transit Oriented Development (50 or more dwelling units/acre). The proposed amendments would allow the construction of a mixed-use building encompassing 109 total residential units and ground-floor commercial space, which includes 2-,3- and 4-bedroom units. The properties currently contain three existing residential buildings, including seven apartment units. Consideration may be given to rezoning the property to another zoning district with similar characteristics. The Planning Commission forwarded a positive recommendation to amend the Zoning Map, and recommended that the Council deny the amendment to the Central City Community Future Land Use Map. In addition to the requested amendments, the applicant is seeking design review approval to exceed the maximum building façade length of 200 feet, which the Planning Commission will reconsider after the Council takes action on this proposal. 1. Ordinance: Lost and Mislaid Property at Airports Text Amendment
The Council will set the date of Tuesday, May 19, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend portions of Salt Lake City Code pertaining to lost and mislaid property at airports. The proposal is necessary to comply with Senate Bill 172, passed in the 2026 general session of the Utah Legislature, and to codify the process by which the Salt Lake City Department of Airport disposes of lost or mislaid property left at the international airport. Chapter 2.10 and Section 16.10. would be impacted.

2. Ordinance: Indefinite Alleyway Closure in Jefferson Park
The Council will set the date of Tuesday, June 9, 2026 at 7 p.m. to accept public comment and consider adopting an ordinance that would indefinitely close a 16-foot by 275-foot north/south alleyway and a portion of a 15-foot by 100-foot east/west alleyway Block 1 of the West Boulevard Subdivision within Jefferson Park, pursuant to Utah Code §72-5-105. The proposal would consolidate all parcels that make up Jefferson Park into a single parcel to facilitate park improvements that are being funded by the Parks, Trails, and Open Space General Obligation Bond (GO Bond) and Capital Improvement Project (CIP) funding. If the closure is approved, the alleyways will continue to be part of Jefferson Park. There are no properties that rely on these alleyways for access. The alley portion used by residents on 200 West and Goltz Avenue to access their properties will not be affected by the proposed closure.
