Vineyard City - Floodplain Regulation Update (NFIP Compliance)

Purpose of Notice
Vineyard City is proposing updates to its floodplain management regulations to maintain compliance with the National Flood Insurance Program (NFIP) following updated flood hazard determinations issued by the Federal Emergency Management Agency (FEMA).

Background
On December 23, 2025, FEMA issued a Letter of Final Determination (LFD) for updated flood hazard mapping affecting Vineyard City.
These updates include revised:
Flood Insurance Rate Maps (FIRM)
Flood Insurance Study (FIS) data
The updated maps will become effective on June 23, 2026.
Federal regulations require the City to adopt updated floodplain management regulations within six (6) months of the LFD date to remain in compliance with the NFIP.
Failure to adopt compliant regulations may result in:
Suspension from the NFIP
Loss of access to federally backed flood insurance
* Ineligibility for certain federal funding and disaster assistance

Proposed Ordinance Updates
The proposed updates include:
Adoption of updated FEMA FIRM and FIS data
Inclusion of V Zones and wave action hazards
Updated development standards within Special Flood Hazard Areas (SFHA)
Clarification of permitting, elevation, and construction requirements
Administrative procedures for floodplain management
These updates are based on:
FEMA NFIP requirements (44 CFR 60.3)
Utah Division of Emergency Management (DEM) Model Ordinance
Updated Utah Lake flood hazard analysis and mapping
Recent studies indicate that while Vineyard City has historically experienced lower overall flood risk, risk is increasing due to changing conditions, including:
Elevated lake levels during high runoff years
Wind-driven wave action along Utah Lake (including new V Zone designations)
Backwater effects impacting stormwater infrastructure

The proposed ordinance will be presented for public review and comment at the following meetings:
Planning Commission: May 6, 2026
Members of the public are encouraged to attend and may provide comments in person during the public comment portion of the meeting. ________________________________________
