NORTH LOGAN COLLECTION SYSTEM TRUNK LINE EXPANSION PROJECT PUBLIC NOTICE OF FINDING OF NO SIGNIFICANT IMPACT
TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS
The Division of Water Quality (DWQ), Utah Department of Environmental Quality (DEQ), herewith publishes a Finding of No Significant Impact (FONSI) for the North Logan City Sewer Main Extension, Trunk Line Project, Cache County, Utah. An Environmental Assessment (EA) was developed to examine potential environmental impacts associated with the project.
As required by guidelines for preparing Environmental Impact Statements (EIS), an environmental review was performed on the proposed State of Utah, DWQ action below:

BACKGROUND
The North Logan City (the City) sanitary sewer system collects wastewater from the City and transports those flows to the Logan City wastewater treatment plant. There are approximately 305,000 lineal feet of pressure and gravity sewer pipes in the collection system. Pipe diameters range from 8-inch diameter to 24-inch diameter. The majority of pipes are 8-inch diameter making up approximately 230,000 feet in length. New trunk line construction connecting the North Logan sewer to the Logan City sewer system is in progress. The partially constructed trunk line includes pipes ranging in diameter from 24-inches to 48-inches. The trunk line has seven phases.
The proposes upgrades are part of the City's Sewer Master Plan and Capital Improvement Plan (CIP) and are necessary to maintain the needed wastewater capacity for the North Logan system. The proposed trunk line project is connected to Logan City's wastewater system and treatment plant. Effort was put into reviewing the best alignment to minimize impacts to streams, wetlands, and trees. This alternative minimizes environmental impacts and provides the most efficient, long-term wastewater solution. The purpose of this project is to install a new 48-inch sewer main from 1000 North, 800 West, and from 1450 North 700 West to 1700 North 600 West.
The Board approved funding for this project and authorized a $3,500,000 loan at 2% over 30 years. The rest of the balance of the project will be made up using North Logan Private Loan.
Construction will occur primarily within existing public road rights-of-way, utility easements, and agricultural land. Installation depths will range between 15 and 24 feet.
An EA was prepared by Cache Landmark Engineering as part of North Logan Master Plan. The EA evaluated the potential environmental effects and consequences of the proposed extension.
ANNOUNCEMENT
This notice announces the availability of the October 2025 EA and the July 2024 Master Plan for public review and comment.
Based on the information on the EA, as summarized here, DWQ determines that the proposed action will not significantly impact water quality. Additionally, the review process did not indicate significant environmental impacts would result from the proposed action. The preliminary decision is to not prepare an EIS and the DWQ is issuing a FONSI for the proposed action. This action is taken on the basis of a careful review of the Master or Capital Facilities Plan, environmental information documents, and other supporting information. These documents are available for public review online on the DWQ's Public Notice Webpage.
Comments supporting or disagreeing with this decision may be submitted for consideration by DWQ. After evaluating the comments received, DWQ will make a final decision.
No administrative action will be taken on the project for at least thirty (30) calendar days while advertising the FONSI, Master or Capital Facilities Plan, and EA.
