Orangeville City Council Regular Meeting Minutes March 12, 2026 7:00 P.M. Present at said meeting were: Mayor- Shaun Bell, Council Members- David McKee, Kari Alton, Doug Stilson, Kirk McQuivey, City Recorder- Amanda Lake, Zoning Admin.- Seth Manning, Maintenance- Travis Richards Visitors: REGULAR SESSION 1. Introduction: made by Mayor Shaun Bell 2. Prayer: Kevin Butler 3. Pledge of Allegiance: led by Mayor Shaun Bell 4. Approval of Bills and Warrants: Motion: made by Kirk McQuivey Seconded by: Kevin Butler Voting Roll Call: David McKee- Yes , Kari Alton _Yes_, Doug Stilson- _Yes_, Kirk McQuivey _Yes_, Kevin Butler- Yes_. Motion passed with 5 affirmative votes. 5. Approval of February 19, 2026 Regular Session Minutes: Motion: made by Kari Alton Second: David McKee Motion passed with 5 affirmative votes. 6. Public Comments: No Public Comments 7. Approval of $100.00 Donation for the Emery High School Senior Graduation Party: Izzy Turner approached the Council with a request for a donation to help with the High School graduation party. The City has supported this event in the past years and will continue to do so this year. Motion: made by Kari Alton Seconded by: David McKee Voting Roll Call: David McKee- Yes , Kari Alton _Yes_, Doug Stilson- _Yes_, Kirk McQuivey Yes_, Kevin Butler- Yes_. 8. High School State Donation- Elli Stilson: Elli approached the Council introducing herself and expressing her desire to learn about government and requesting a donation to help her attend state. The Council approved to donate $100.00. Motion: made by Kirk McQuivey Seconded by: Kevin Butler Voting Roll Call: David McKee- Yes , Kari Alton _Yes_, Doug Stilson- _Yes_, Kirk McQuivey Yes_, Kevin Butler- Yes_. 9. High School State Donation- Ellie Stoker: Ellie approached the Council introducing herself and expressing her desire to learn about government and requesting a donation to help her attend state. The Council approved to donate $100.00. Motion: made by Kirk McQuivey Seconded by: Kevin Butler Voting Roll Call: David McKee- Yes , Kari Alton _Yes_, Doug Stilson- _Yes_, Kirk McQuivey Yes_, Kevin Butler- Yes_. 10. High School State Donation- Lizzy Roberts: Lizzy approached the Council introducing herself and expressing her desire to learn about government and requesting a donation to help her attend state. The Council approved to donate $100.00. Yvonne Jensen: Yvonne Jensen approached the Council to introduce herself. Yvonne is running for House District 67. Yvonne expresses the importance of community. Yvonne shares her priorities of strengthening education, expanding tourism, having responsible land and water stewardship and supporting business and economic growth. Yvonne has served rural students and families for 34 years. The City wishes Yvonne the best in her running for the election. 12. Mick Robinson: Mick is running for County Clerk Auditor. He approached the Council to introduce himself and to explain why he is running for this office. Mick states that he has worked for the County for 25 years and the last two years he has been in the Clerk's Office learning the budgets, how to run the elections, payroll etc. He also has been an EMT since 2009 and is the lead for Orangeville EMT's. He expressed his appreciation for supporting him in this Election. 13. Appoint New Planning and Zoning Member: Seth Manning explains that they had two individuals apply for the position of Planning and Zoning Committee Member. Both candidates would be great in the position. Planning and Zoning has decided to have Don Bennet join the Committee. Mayor Bell appointed Don to the Planning and Zoning Committee. 14. Approval of Business License for Travis Nielson: Seth states that Travis Nielson has acquired all the required documents for his business. Motion: made by Kevin Butler Second: Kirk McQuivey Motion passed with 5 affirmative votes. 15.Approval of Business License for Woody's Roadside Grill: Seth Manning explains that they applied for a business license last year but didn't get the Health Dept. inspections done. Seth explains that everything required has been done now. Motion: made by David McKee Second: Kari Alton Motion passed with 5 affirmative votes. 16. Approval of RESOLUTION 2026-3- A RESOLUTION AMENDING THE 2025-2026 GENERAL FUND, MUNICIPAL BUILDING AUTHORITY, CAPITAL PROJECTS FUND, UTILITY FUND, PERPETUAL CARE, AND CLASS C FUND BUDGET. Motion: made by Kevin Butler Seconded by: Kirk McQuivey Voting Roll Call: David McKee- Yes , Kari Alton _Yes_, Doug Stilson- _Yes_, Kirk McQuivey _Yes_, Kevin Butler _Yes_. Motion passed with 5 affirmative votes. 17. Approval of a wage increase for city worker Richard Miles: Mayor Bell explains that Richard Miles has been a good worker and deserves a raise. The Council agrees and has decided to move his wages to $15.00 an hour. Motion: made by David McKee Seconded by: Doug Stilson Voting Roll Call: David McKee- Yes , Kari Alton _Yes_, Doug Stilson- _Yes_, Kirk McQuivey _Yes_, Kevin Butler _Yes_. Motion passed with 5 affirmative votes. 18. Approval for an account credit for Richard Cox: Mayor Bell explains that Richard Cox's property that he has been living on is in city limits but has been being charges county water rates. This has been verified and he is indeed in city limits. He does have other property surrounding the piece that is in city limits that is county, but the piece he is living on is in the city. Mayor Bell would like to apply a credit of the difference that has been paid by Richard to his utility account. Motion: made by Doug Stilson Seconded by: Kevin Butler Voting Roll Call: David McKee- Yes , Kari Alton _Yes__, Doug Stilson- _Yes_, Kirk McQuivey _Yes__, Kevin Butler _Yes_. Motion passed with 5 affirmative votes. 19. Staff, Council and Mayor Reports: Seth Manning: Seth states that Planning and Zoning has approved two business licenses. Travis Richards: Travis states that he has had a lot of dog calls. He also states that he has been working on getting some of the city's equipment ready to sell at auction. Tracy Addley: Tracy states that he met with Valar Atomics to go through there safety protocols and everything is looking well. Tracy also states that he will be touring the Solar Farms next week. Dani Tuttle: No Report Amanda Lake: Amanda reports an update with the city's new website. David McKee: David reports that he has sent out letters for donations for the Poker Run. David states that EMS voted to up the on call pay to $4.00 per hour for Friday-Sunday. He also states that the EMS is averaging a 7-minute response time. Kari Alton: Kari reports that the Swaddle drive is still on going. She also states that they are going to be starting to get ready for the Easter Egg Hunt at the Elementary school. Doug Stilson: Doug reports that he got some complaints about motorcycles running through the sub-division. He states that he talked with them and asked them to not ride through the sub-division. Kirk McQuivey: Kirk reports that they have been cutting dead trees in the welcome park. Kirk also states that Steve Jeppson asked him when the city was going to replace the driveway and sidewalk that Steve tore out. Kirk states that's he told the Jeppsons that they would have to replace it themselves since they are the ones that tore it out. Kirk also states that he is going to put signs up at the pickleball courts in hopes that it will deter the motorcycles and 4-wheeler will causing a mess at the park. Kevin Butler: Kevin gives updates on Orangeville Days. Commissioner Jensen has offered to donate 8 sheep for the Lamb Fry again this year. The Humphreys have agreed to cook for the Lamb Fry again this year as well. Mayor Bell: Mayor Bell asks to set City Clean up day for May 16, 2026. He also states that that secondary water will probably around April 20th, but the city will be setting a schedule for 2 days a week due to the lack of water this winter. 20.
