Orangeville City Council Public Hearing Minutes March 12, 2026 6:00 P.M. Present at said meeting were: Mayor- Shaun Bell, Council Members- David McKee, Kari Alton, Kirk McQuivey, Doug Stilson, City Recorder- Amanda Lake, Treasurer- Dani Tuttle, Travis Richards. Visitors: Trent Jackson PUBLIC HEARING 1. Introduction by Mayor Bell 2. Open Public Hearing Meeting: Motion: Kevin Butler Second: Kirk McQuivey Motion passed with 5 affirmative votes. 3. Accept Public Comments- No Comments 4. Discuss: RESOLUTION 2026-3- A RESOLUTION AMENDING THE 2025-2026 GENERAL FUND, MUNICIPAL BUILDING AUTHORITY, CAPITAL PROJECTS FUND, UTILITY FUND, PERPETUAL CARE, AND CLASS C FUND BUDGET: Orangeville City's Accountant, Gary Keddington explains some budget adjustments that was done. Gary explains that he has separates the expenses and revenue from grants to its own separate fun so that it is easier to track. Gary states that he has done the same with the Road Funds. There are two sources of revenue for the roads, State tax Commission and UDOT. Mayor Bell explains that he doesn't think there will anymore funds come in for the Pickleball Courts. He will leave the funds just in case. Cashflow is looked at throughout the year. Gary goes over the Franchise taxes and the need to reduce it was necessary. We also received a couple of grants. Gary states that interest rates are starting to decline. Park expenses had to be increased due to the welcome park boiler repair. Gary states that the Service District are going to have increases over the next several years. The city has a 2% increase on utilities each year. The city has had to transfer almost all of the revenue to subsidize the general fund. Gary goes on to say that the only other option we have is to increase property taxes. Gary explains the adjustments that had to be made. Council member Doug Stilson asks where we can cut expenditures. Gary states that that is always an option. He also explains that it needs to be a significant amount to make a difference. Doug Stilson explains that we are hoping to get a contract from the county to start housing Animal Control animal that are picked up. Gary says that that will help. The city has already cut out the max as to what can be cut out. Gary states bottom line we need to find revenue. Dani will look into why we are not receiving the TRT Tax yet. 5.Close Public Hearing and Open Regular Session: Motion: Kari Alton Second: David McKee Motion passed with 5 affirmative votes.
