Mayor Sprague called the meeting to order at 7:00 pm. The Mayor informed the public that proper notice for the city council meeting had been given. Parker Vercimak gave an opening expression of choice and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the February 16, 2026 meeting
City Council Member Parker Vercimak moved to accept the minutes of the February 16, 2026 meeting. City Council Member Hunter Whitney seconded the motion. The motion was approved by members: Whitney, Croft, Rasmussen, Johnson and Vercimak.

2- OPEN SESSION-
Anthony Dudley came before the Council to seek approval of a business license for his mobile UTV repair business.
City Council member Parker Vercimak moved to approve the business license for Mr. Dudley. City Council member Hunter Whitney seconded the motion. The motion was approved unanimously.
3- AURORA CITY FIRE DEPARTMENT PRESENTATION-
The Aurora City Fire Department was presented with an award for having a high majority of the firemen certified and trained. Representatives from the UFRA presented the award to Fire Chief Matt Long and some of the members of the Fire Department. The fact that the Aurora City Fire Department is a rural, volunteer department, makes the award so unique. Members from the state who presented the award spoke highly of the department and their quest to be the best trained.
4- COURT CLERK TRESHA KING REPORTS ON HER CONFERENCE AND CLERK ACTIVITIES-
Court Clerk Tresha King reported on her yearly conference that she attended in Salt Lake City. Ms. King stated that she enjoys her work and dealing with the public even when it isn't there best day because they have to go to court. Ms. King appreciated the support of the Judge and the Council and the training she receives so that she can do her job well. The Council thanked Ms. King for her hard work and desire to do her job well.
5- REPRESENTATIVES FROM STATE BANK OF SOUTHERN UTAH-
Erin Buchanan and Casey Dyring from State Bank of Southern Utah made a quick presentation to the Council to discuss the services their institution could offer Aurora City. The officials discussed merchant services, investment accounts and deposit options. Ms. Buchanan requested an appointment with the Mayor, Treasurer, and Recorder to go over their options in more detail.

6- OPEN MEETINGS TRAINING/R6 INFORMATION-
Shay Morrison from the R6 Regional Council provided the City Council with their annual Open Meetings Training. Mr. Morrison also informed the Council as to how to register for the meetings coming up on May 6th at the Sevier Valley Center. Mr. Morrison also discussed newly elected officials training and some options to learn for elected officials.
7- REPORT ON WATER CONFERENCE-
Maintenance manager Jordon Bosh reported on the Rural Water Conference that he attended the last week of February in St. George. Mr. Bosh stated that it was a great conference where he was able to meet with other community maintenance workers and state officials to make sure that Aurora is up to date on the latest requirements.
8- CONSUMER CONFIDENCE REPORT DISCUSSION AND APPROVAL-
Mr. Bosh also presented the Council with a copy of the CCR which is required by the State of Utah to be given to each customer of the Aurora City culinary water system. While Mr. Bosh was in St. George he was able to meet with officials from the Division of Water Quality who helped to prepare the report. The report shows customers the amounts of contamination found within the culinary water of Aurora. So far, Aurora has been well below any contamination limits for culinary water. Mr. Bosh stated that this report needs City Council approval and will then be sent by mail to all of the residents.
City Council member Andy Rasmussen moved to approve the prepared Consumer Confidence Report and to mail it to all of the culinary water customers in Aurora. Council member Cory Johnson seconded the motion. The motion was approved by members: Rasmussen, Johnson, Vercimak, Whitney and Croft.
9- WEST PARK ISSUES/VANDALISM-
Mr. Bosh reported that there has been some vandalization at the Aurora West Park. Some of the signs have been damaged as well as damage to the pavilion and lawn area. The Council discussed overnight camping at the Park and also some signs that could be prepared. Having cameras installed would help but getting internet to the park could prove to be tricky. Mayor Sprague said that he would look into some internet options.

10- ANIMAL CONTROL ISSUES-
Mickie McKenzie came before the Council to discuss various animal control issues. The most pressing issue was the Court case pending against the Ropers dogs. Council members discussed how to better inform people of the rules with dogs and how to prevent such nasty confrontations when it comes to violations. The McKenzie's were given praise for their good work and for their ability to stick with the issues.
11- OUTLOOK FOR IRRIGATION WATER AND PARK SYSTEM UPDATE-
Mr. Johnson explained that the Piute Reservoir was only at 45% of capacity. That will mean that Aurora City will be issued .6 tens of a foot per share of water which will also mean that irrigation water could potentially run out the first part of July. That is not ideal. The Council discussed ways to conserve irrigation water and some rules that might need to be put in place. The Mayor directed that this be placed on the agenda for next month when we will have a better idea of what we are facing.
Mr. Bosh explained he will need to upgrade the irrigation sprinkler system at the Aurora City Park. Mr. Bosh has had difficulty keeping the system running and asked the Council for funding to upgrade pump and the system.
Council member Andy Rasmussen moved to approve $20,000.00 to upgrade the park irrigation system to get it running better for the summer. Council member Parker Vercimak seconded the motion. The motion was approved by members: Rasmussen, Vercimak, Johnson, Croft and Whitney.
12- PREPARATIONS FOR EMERGENCY PREPAREDNESS DISCUSSION NEXT MONTH-
Mr. Vercimak stated that typically the Council reviews the emergency preparedness plan for Aurora City during the month of April. He asked the Council to come prepared to next month's meeting to make some changes to the plan.
13- COUNCIL MEMBER REPORTS-
Amy Croft- Ms. Croft informed the Council that Ms. King is no longer the janitor for the city buildings. Jamie Williamson has been hired to take the position. Ms. Croft also

indicated that she is reviewing the rental agreements and plans and would like the Council's input for any changes she needs to make. Ms. Croft had some sample rental agreements from other communities and took input from the Council and will make some changes and copies for next month's meeting.
Hunter Whitney- Mr. Whitney told the Council that the NS Recreation Director was in St. George at a recreation conference so the monthly meeting was changed to accommodate her schedule. The Board will meet when she returns. Mr. Whitney also discussed the advisory board and wolf pack strong goal with the Council.
Cory Johnson- Mr. Johnson discussed some of the plans for the 4th of July celebration. Mr. Johnson went through some of the plans for the 4th and stated that things were moving forward. Mr. Johnson also discussed some more of the animal control issues facing the City.
Parker Vercimak- Mr. Vercimak stated that the Planning Commission would be reviewing the APWA standards for future builds and subdivisions. Mr. Vercimak stated that it might be beneficial to have an engineering firm work with the City to make sure that the standards are complete.
City Council Member Andy Rasmussen moved to approve $5000.00 to hire Jones & DeMille to help implement the APWA standards. Council member Hunter Whitney seconded the motion. The motion was approved by members: Rasmussen, Whitney, Johnson and Croft. Council Member Vercimak abstained from the vote.
Andy Rasmussen- Mr. Rasmussen reiterated his congratulations to the Aurora City Fire Department for the award that they received. Mr. Rasmussen also informed the Council that the third part time police officer, Tracy Jacobson will begin service on July 1, 2026.
Jordon Bosh- Mr. Bosh stated that he needs funding for the irrigation pond cleaning that would take about 24 hours at $160.00 per hour.
City Council Member Hunter Whitney moved to approve $8000.00 to clean the irrigation pond before the beginning of the irrigation water year. Council Member Amy Croft seconded the motion. The motion passed unanimously.
14- WATER AND FINANCIAL REPORTS REVIEWS-
The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget.

Mr. Johnson informed the Council that has a vacation trip planned from April 8th to April 14th. He was hoping to get people to cover the office for the days he would be absent.
16- ITEMS FROM THE MAYOR-
Mayor Sprague informed the Council about the NS on Salina mountain being redone by the Chamber of Commerce and the North Sevier booster club. He stated that anyone who would be willing to help would be appreciated.
17- CLOSED SESSION-
Mr. Johnson stated that he needed the Council to go into a closed session to discuss a real estate question.
Council Member Parker Vercimak moved to go into a closed session. Council Member Cory Johnson seconded the motion. A roll call vote was taken.
