Notice is hereby given that the RAP Tax Committee of Clinton, Utah will hold a meeting in the Parks and Recreation building, 1651 W. 2300 N, Clinton, Utah, 84015 on Wednesday, April 22, 2026 at 6:30pm.
I. CALL TO ORDER AND WELCOME

II. MOTION TO OPEN PUBLIC MEETING
a. Do we have a motion to open the public meeting of the RAP Tax Committee?

IV. PUBLC COMMENT
Any public member who wishes to address the Committee shall have up to three (3) minutes to make their presentation. (According to Utah State Code, the Committee cannot act on items not advertised on the agenda.)
V. BUSINESS
a. Approval of the Minutes: from the meeting on January 21, 2026. Does anyone have any changes to the meeting minutes? Vote on the Minutes. Do we have a motion to adopt the minutes from the last meeting?

b. Welcome new members:
1. Welcome the new members to the Committee: Kristi Davis and Robert Miller. They will be representing the Recreation arm of the committee.
c. Committee roles:
i. We need to fill the committee rolls for the 2026 year. Committee roles will expire and be refilled at the January, 20 2027 meeting.

ii. Powerline Park Playground
1. The Powerline Park playground is between 25-30 years old and has been relocated twice. This playground has exceeded its life span.
2. The parks manager is having a hard time finding replacement parts for the playground.
3. Review of the quote and renditions of the playground proposal for the Powerline Park replacement.
iii. Pond Park
1. The council would like to see this finished as a nature park.
2. Items of discussion for this park are:
a. Sell Lot # 47, the most eastern lot, to help cover some of the cost of finishing the park.
b. Put a trail on the easement to the east and north side of Lot # 47 large enough for crews to work on the drain system.
c. Install a nature playground with climbing rocks and boulders
d. Keep the pickleball courts
e. Install a restroom facility
f. Install a large bowery
iv. Land X
1. The council discussed adding a playground to this area.
2. The land may need to be encumbered, and we are waiting on the engineering company and the state to workout those details.
3. Items that could go on the land in phase 1 may include: a playground, creek, restroom and parking lot.

a. Does anyone know of any parks or recreation grants we could apply for?
