The Preparedness Exec Committee reviewed and approved this application. This is the continuing application for the 3rd year in a 5-year project period of the Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP), a cooperative agreement program that, through its support for health care coalitions (HCCs), prepares the health care delivery system to save lives during emergencies that exceed the day-to-day capacity of health care and emergency response systems.

The Environmental Health Exec Committee reviewed and approved this application on April 7th, 2026. This is the non-competitive continuation for Year 5 of the CDC partnership for the Childhood Lead Poisoning Prevention and Surveillance of Blood Lead Levels in Children. The purpose of this grant is to support primary and secondary prevention strategies for childhood lead poisoning prevention and surveillance.

R392-703 Massage Facilities and Saunas DHHS is required to set sanitation standards for massage and sauna facilities. Since no standards have been set, EHP proposed this new rule to bring DHHS into compliance with the statute. The EHEC unanimously voted in favor of the new rule and submitted R392-703 to Governance with a positive recommendation.
R392-701 Body Art Facility Sanitation The amendment aligns the rule with the statute and sets standards for scarification procedures. The EHEC unanimously voted in favor of the proposed amendments and submitted R392-701 to Governance with a positive recommendation.
R392-304 Artificial Swimming Lagoons These amendments update source water quality standards. The changes include removing nitrite and free cyanide source water standards, revising the nitrate standard from 10 mg/L to 50 mg/L (as nitrogen), adjusting the limits for certain non-toxic metals (barium, chromium, copper, fluoride), and establishing Total Dissolved Solids (TDS) standards. EHP asked APPLETREE and the state toxicologist for technical support guidance document on nitrate levels that suggests a higher standard for nitrates (than 10mg/L) would be safe. EHEC unanimously voted in favor of the proposed amendments and submitted R392-304 to Governance with a positive recommendation.

Adding hepatitis D as a surveillance condition in Epi-Trax: A motion was made to recommend approving hepatitis D as a surveillance-only condition in Epi-Trax. Cases will be automatically closed; local health departments will have no responsibility for action regarding these cases. In addition, the hepatitis team will work with Informatics to propose Epi-Trax changes for different hepatitides. (Motioned by Brian; seconded by Leisha. Unanimously passed.)
Outbreak response plan for STIs A motion was made to recommend approval for the STI outbreak response plan as drafted. We recommend appending the plan to the existing relevant disease plans. (Motioned by Kirk; seconded by Brian. Unanimously passed.)
Outbreak response plan for varicella in schools and childcare settings A motion was made to recommend approval for the varicella school and childcare outbreak response plan as drafted. We recommend appending the plan to the existing varicella disease plan. (Motioned by Kirk; seconded by Brian. Unanimously passed.)
