Present: Councilman Bill Juber, Councilman Bryan Thayn, Councilman Kyle Monson, Councilmember Kathy Hascall
Absent: Mayor Jack Clark, Councilman Kyle Monson

Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes
At 6:00 pm, Councilmember Hascall opened the meeting announcing Mayor Clark was out of town and commenced the meeting with the pledge of allegiance. During roll call it was noted that Mayor Clark, Councilman Austin and Councilman Monson. Councilman Austin arrived after roll call. Minutes were approved as follows:
1/28/26 - Councilman Thayne made motion to approve the minutes. Councilman Juber seconded, all approved.
2/11/26 - Councilmember Hascall made motion to approve the minutes. Councilman Thayn seconded, all approved.
2/25/26 - Councilmember Hascall made motion to approve the minutes. Councilman Thayn seconded, all approved.
Agenda Item #2 Public Comment Period
Courtney Judd had asked about the CBDG grant the city was applied for regarding the playground equipment at a previous council meeting. Bryan Thayn informed her that the city had missed the deadline for this year and that we would apply during the next application session. Councilman Thayn went on record to correct this statement. It would be the UORG that Wellington City would apply for since the CBDG didn't align with the requirements for purchasing playground equipment.
Barbara Clendennen asked council if they would give authorization to pay the legal bill from Smith Hartvigsen. Councilman Thayn authorized payment. Barney Zauss asked what the bill was for. Ms. Clendennen said it was to fight the State Bill regarding the dam in Gooseberry Park.
Agenda Item #3 Generic Emails
Motion: Councilman Thayn made a motion to make the transition from personal email addresses to generic email address for the Mayor, Recorder, Treasurer and Deputy Recorder and Deputy Treasurer
Agenda Item #4 Bethany Perea - Data Centers, Detention Centers in scope w/General Plan
Mrs. Perea was glad to see the progress on the general plan. Requests a 5-year moratorium on data centers stating that caution should be used until more information on this new technology is available. Claims; they are not revenue generating as they project future income but have been known to stay in an area until the incentives expire and then move on, leaving land unusable because of the wastewater toxins that come from the facilities. They have been known to generate minimal jobs creation, noise pollution and asking for incentives while giving the governments projects of long-term revenues which are questionable. Mrs. Perea advises that if considering tax revenue, Wellington should consider energy producing facilities such as nuclear power, which has been proven viable.
While discussing the data centers Barney suggests that the criteria for the ordinances to limit data centers and their emissions be provided to the council by the planning and zoning.
Councilmember Hascall asked Mrs. Perea for source material regarding the centers that have been in place. Mrs. Perea gives Tucker County West Virginia, parts of Texas and Florida as examples.
Mrs. Perea also warns the council that several Utah State Senators, among them Stuart Adams, have the vision of Utah becoming the World's IA tech hub. Delta is slated to receive the largest data center yet planned. KSL has an article that has more information.
Mrs. Perea also discourages the building of illegal immigration detention centers because of the political climate.

Agenda Item #5 Colton Howes - Rent Baseball Field Next to Park
Colton Howe requested scheduling control of the 2 baseball fields in exchange for upkeep on the fields. He asks about the equipment that city council had promised to purchase and make available to his group to use in the maintenance of the fields. Council says it will be made available and to let them know if they need anything else. Barney Zauss asks Mr. Howes if he had a wish, how many more baseball fields would he like to see. Mr. Howes said 2 to 3 more would be great and that lighting would be key. Practice and games would be played on the city's fields and practice would commence the weekend of 3/14/26 or 3/21/26 while the season would run through to the end of June possibly into July.
Betty Rich asked about the water usage of the fields. Councilman Thayn said there was a charcoal product that could be incorporated into the dirt that would cut the need of water by 50%.

Agenda Item #6 Annexation changes on plan already approved last council session
Aliza Mellick presented the changes to the council for their review.

Agenda Item #7 Action Alert - regarding SB 97
Discussion regarding SB 97 was presented by Barbara Clendennen regarding the potential loss of interest review. Councilman Thayne explained that the State wanted its government agencies to seek private institutions to keep their savings and of the potential of a cap on the PTIF accounts.
Agenda Item # 8 Contacting legislature regarding state bills for new laws
Other state bills were mentioned and focus was directed at the previous minutes that had the contact information of the bill creators. Councilmember Hascall suggested that those present contact these departments to voice their concerns. We would provide contact information upon request.

Agenda Item #10 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual.

Motion: Councilman Thayn made a motion to adjourn. Councilman Juber seconded the motion. All approved.
Meeting adjourned at 6:33 pm
Next meeting will be March 25, 2026 at 6:00 P.M. at the Wellington City Hall.
