ORDINANCE #2026-06 AN ORDINANCE AMENDING TITLE 3 OF THE MOAB MUNICIPAL CODE TO UPDATE CHAPTER 3.50, MASTER FEE SCHEDULE AND MODIFYING CERTAIN FEES AND RATES CHARGED BY THE CITY The following entries describe the intent and purpose of the City of Moab ('City') of this ordinance: a. The City desires to update, delete or create new fees for the following items (see Master Fee schedule attachment A for current and proposed fees): - Update/revise - 3.50.170 - Planning and Engineering Services fees - Annexation - update from $600.00 to $1,500.00. - Update/Add - 3.50.170 - Planning and Engineering Services fees - Right-of-way Tree removal Fee-in-lieu with permit - 150% of estimated cost of a new tree. (following the calculation from a City Certified Urban Forester); (Removed tree's basal area x 0.5/2) - Update/revised - 3.50.190 - Police Servies Fees - Police officers - (Time charged begins when the officer leaves his/her residence and ends when he/she returns to his/her residence. If 12-hour notice is not given for cancellation, there is a minimum charge of four hours for each officer requested, plus police vehicle time.) updated from $100.00 to $125.00. - Update/add - 3.50.210 - Parks and Facilities rental fees - Center Street Ballfield - Field prep - $25.00/hr. - Update/add - 3.50.210 - Parks and Facilities rental fees - Center Street Ballfield - Damage and cleanup deposit $300.00 - Update/add - 3.50.210 - Parks and Facilities rental fees - Swanny City Park - Damage and cleanup deposit (300+ people) - $300.00 - Update/revise- 3.50.210 - Parks and Facilities rental fees - Center Street Gym - Recurring fitness groups (billed monthly) - updated from $10.00 to $15.00. - Update/revise- 3.50.210 - Parks and Facilities rental fees - Center Street Gym - Multipurpose room reservation (rooms on the lower level of the gym.) - updated from $15.00/hr to $20.00/hr. - Update/add - 3.50.220 - Moab Arts and Recreation Center fees - Sewing Machine - $30.00/day or $60.00/week. - Update/add - 3.50.220 - Moab Arts and Recreation Center fees - Button Maker - $25.00/week. - Update/add - 3.50.220 - Moab Arts and Recreation Center fees - Materials (i.e. buttons, two sizes) - set of 50 for $10.00. - Update/add - 3.50.220 - Moab Arts and Recreation Center fees - Smaller items/materials: pallets, brushes, carving tools - $5.00/item/week. b. The City Council will hold a duly advertised public hearing during a regularly scheduled meeting on April 14, 2026, to hear evidence and public comment, and to review the Master Fee schedule. NOW, THEREFORE, the Council hereby ordains that the following amendments to the Moab Municipal Code 3.50, Master Fee Schedule, are adopted as noted in Attachment A PASSED AND APPROVED by majority of the City of Moab City Council. This ordinance shall take effect immediately upon passage.
