Town of Goshen Council Goshen Town Hall March 10, 2026 Town Council Meeting 7:00 PM A. Pledge of Allegiance- Steven Staheli B. Prayer - Jonathan Maclee C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- 1. Approval of Minutes- February 10, 2025- Randy motions, Alisha seconds, all in favor 2. Sergeant Dutson with UCSO- Monthly STATS- Dutson read off stats for February, there were 50 reports total. 3. Water Share Bids up for lease- award top bid- Daniel Olschewski was the top bid at $125.00 per share. 4. February Monthly Financial Reports- Handout by Rachel for council to look over and go through for their information. 5. Discussion and possible action to approve Little League Agreement between Town of Goshen and Pioneer Valley Little League, a Utah nonprofit corporation- Alisha gave a review of what the pioneer little league is about. Goshen ballfields will be the main fields; this is a great opportunity for the youth. Goshen will obtain 25% of new sponsor revenue, and some other perks like help with the upgrades etc. some to be determined as it comes. Charles motions to approve, Randy seconds, all in favor of agreement. 6. Pass and approve resolution No 03012026-A resolution of the Goshen Town Council appointing council member Charles Pipkin as a representative to the Utah Valley Dispatch Special Service District- also known as SUVSWD, Jonathan motions, Alisha seconds, all in favor. 7. OPMA training- Spencer reminds council of hose the council should be running their meetings. Purpose of law is transparency. Spencer explains and shows slide shows of requirements for open public meetings. Chance of social gatherings, allowed to have them these situations happen without being planned or discuss business. You can have two but not three members discussing town business. Emergency meetings- do not require 24 hr meetings. Natural disasters, water main breaks, accident on roads that killed someone, etc but have to be an actual emergency to not have a notice posted. Electronic/online meetings can be held if the town has an ordinance. Do have to have an ordinance in place if action needs to be taken when council is attending virtually. Closed meetings- physical mental competence, litigation, purchase of property, security systems, criminal investigations, purchasing. Recorder will handle each situation in different ways not allowed for public not vote on anything and con not make appointments in private. May be discussed but final decision discussed at council meetings. Schedule has to be made for public to see what the annual schedule is. Notices, date, time, place if there is electronic link. Agenda has to be reasonable specific of what is going to be talked about 24 hours before. Minutes- date, time, place and names of council members present and absent and if attended electronically. Does not have to be word for word transcript. Substance of meeting can be done. Minutes keep forever can be archived if minutes are not being used. Recordings only kept for 3 years then destroy. Posting 30 days to post pending. Approved minutes 3 days. Take out pending and replace with the approved ones. If OPMA not followed correctly then they can deny your actions approved. But will work with you. Grama request minutes are apart of gramma-able treat meetings professionally. Careful with texting 3 members if council texts each other and recorders but for council's information. Affidavit for a personal and insecurity recorder and mayor sign. They can that is gramma-able. So do not text during the meeting. Avoid gramma-able by speaking more and writing less. Notice of quorum can be placed to be able to do a project say at the office and all members are there. Do a notice of quorum with 24 hr notice. Council Updates- Randy- tires were picked up today at the transfer station. Alisha- Goshen is apart of a youth group. South County Cares. Helping kids not do drugs or alcohol. They help invite the community to participate, would help Goshen. Mentioned that a playground grant is up for open again and will apply for it. Steven- CDBG changes and will have a meeting to know more about it. School pick up and drop off, Dutson explained past meetings and discussion with school about that with path. No U-Turn signs between school hours will be posted 8am-4pm Monday-Friday. Steven talked about code enforcing for yard cleanup. Possibly look into the budget for a code enforcer next year. Maybe have a spring clean project in spring possibly to help the yard clean up etc. F. Adjournment to work session -Charles motions, Alisha seconds, all in favor.
