Public Notice Utah's Medicaid Reform 1115 Demonstration Renewal The Utah Department of Health and Human Services, Division of Integrated Healthcare, will hold public hearings to discuss the renewal of the state's Medicaid Reform 1115 Demonstration. The Department will also accept public comment regarding the demonstration renewal during the 30-day public comment period from April 21, 2026, through May 21, 2026. The Utah Department of Health and Human Services is requesting a five-year renewal of Utah's Medicaid Reform 1115 Demonstration under Section 1115 of the Social Security Act. Utah's existing 1115 Demonstration is currently approved through June 30, 2027. With this application, Utah is seeking a renewal period from July 1, 2027, through June 30, 2032. This 1115 Demonstration renewal requests authority to continue to operate the currently approved programs and benefits listed below, with minimal changes: - Adult Expansion - Utah's Premium Partnership Program (UPP) - Dental Services - Premium Assistance for Employer Sponsored Insurance - Extended Postpartum Coverage - Family Planning - Fertility Preservation for Individuals Diagnosed with Cancer - Former Foster Care Youth from Another State - Health Related Social Needs - In Vitro Fertilization and Genetic Testing for Qualified Conditions - Reentry Pre-Release Services - Serious Mental Illness (SMI) Services in Institutions for Mental Disease (IMD) - Substance Use Disorder Services (SUD) in an IMD - Utah Medicaid Integrated Care (UMIC) In addition to the renewal of the current demonstration and expenditure authorities, the state is requesting the following changes: - The state is requesting to end Targeted Adult Medicaid (TAM) on June 30, 2027. If approved, TAM Members will transition to Adult Expansion Medicaid effective July 1, 2027. - Combining the four UPP demonstration populations (III, V, VI and Current Eligible CHIP children) into one demonstration population. - The removal of Supportive Living Services (mental health services in residential treatment settings) from the behavioral health benefits for the Adult Expansion Population. The state is also requesting that the following pending amendments be considered in addition to the 1115 Demonstration renewal, with the hope of gaining approval for these amendments prior to the approval of the full 1115 Demonstration renewal: - Chronic Conditions Support - Community Engagement - Disability Wraparound Coverage - Integrated Behavioral Health Services - Long Term Services and Supports for Behaviorally Complex Individuals - Native American Health Amendments Public Hearings: The Department will conduct three public hearings to discuss the Renewal.
