SANDY CITY NOTICE OF COMMENT PERIOD AND PUBLIC HEARING PY2026 CDBG ANNUAL ACTION PLAN NOTICE IS HEREBY GIVEN that a draft of the PY2026 Annual Action Plan (AAP) for the use of Community Development Block Grant (CDBG) funds will be available for public review and comment from April 18, 2026 through May 18, 2026. On April 21, 2026, at or after 5:15 pm, the Sandy City Council will hold a public hearing to review and allow comment regarding the draft document. A public meeting will also be held on May 12, 2026 by the City Council to consider approval of the PY2026 Annual Action Plan. The April 21st and May 12th Sandy City Council meetings will both be conducted in-person, in the Sandy City Council Chambers at City Hall (10000 S. Centennial Parkway) , and via Zoom Webinar. Residents may attend and participate in the meeting either in-person or via the webinar link. The webinar link can be found in the meeting agenda, which will be published at least 24 hours prior to the beginning of the meeting and can be found at https://sandyutah.legistar.com/Calendar.aspx. Public comment will be taken by the City Council during the public hearing on April 21st. If any member of the public is unable to attend or participate in the meeting, that person may e-mail the City Council Executive Director at dfratto@sandy.utah.gov by 3:00 PM on April 21, 2026 to have those comments distributed to the City Council and have them included in the record. Alternatively, written comments may be sent to the City Council by emailing CitizenComment@sandy.utah.gov. CDBG funds are distributed to the City by the U.S. Department of Housing and Urban Development (HUD). The City has been notified by HUD that it has been awarded $374,728 in CDBG funds for the 2026 program year (7/1/2026-6/30/2027). The City is also proposing to reallocate $54,667 in unused prior year funds. The primary purpose of CDBG funds is to benefit low to moderate income residents of Sandy City. The draft AAP includes proposed projects and funding allocation for the 2026 program year. It is proposed that $56,209 will be allocated for public services (i.e. homeless services and shelter, domestic violence victim services, senior care, youth programs, etc.), $66,432 for eligible administrative expenses, and $306,754 for housing related projects. Copies of the draft PY2026 Annual Action Plan will be available for public review and comment on the City's website (https://sandy.utah.gov/736/Community-Development-Block-Grant-CDBG), by hard copy at the Community Development Department at City Hall, and by request.
