Cleveland Town Council Meeting Approved Minutes March 12, 2026
The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, March 12, 2026 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, Carl Sitterud. Chance Thompson was absent. Public Attendance: Rick Rasmussen, Boyd Griffin, Bryan Christensen, Rayne Jensen, Yvonne Jensen, Brant Jacobsen, David Sebring, 2 Elmo residents'-daughters of Judy Smith, Emma Grimm
Called to order at 7:00 pm. Pledge led by Mayor Horrocks.
Minutes: Whitney made a motion to approve February meeting minutes. Seconded by Kristen Vose. All were in favor, motion passed.
Public Comments/Questions: Yvonne Jensen wanted to introduce herself as running for House District 67. Boyd Griffin and Rick
Rasmussen wanted to know what could be done about house on 100 E 100 S private property with junk cars. Rick Rasmussen also stated that he cleans up the desert roads and brings it back to Cleveland dumpsters, but they are closed when they go, wondered if everyone can pay $5 to keep them open. David Sebring introduced himself, he is running for County Commissioner.
Item #1 Discuss/Approve/Deny Emma Grimm from EHS Student Council for Senior Grad Party donation.
Emma Grimm read letter and asked for donation for Emery Senior Graduation party. Senior service day is on May 4 to do service project/s in town. Kristen Vose made a motion to make a donation of $200 to graduation party. Second by Carl Sitterud. Roll Call Vote: Carl Sitterud-yes, Shawna Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed.
Item #2 Discuss/Approve/Deny discussion with public about garbage bins.
Two Elmo residents whose mother lives in Cleveland stated that they would like the Cleveland dumpsters to be open every day and dumped once a week since Cleveland has more revenue than Elmo and they stated that Elmo dumps theirs every week and charges residents $4 for them. Bryan Christensen stated that we should do away with the dumpster since we are all individually paying taxes for the landfill. He takes his trailer of trash to the landfill. Does not want the Town to start charging residents for some people's convenience in using the dumpsters when we already pay for landfill. Rayne Jensen stated that maybe the open times could be changed to just the weekend. Huntington charges $5, Price landfill charges $5, Emery County landfill is free. Water use was brought up during garbage discussion about how to deal with it in a drought season.
Item #3 Discuss/Approve/Deny Gordon's Floral amount for pots.
Mayor Shawna Horrocks made a motion to approve flower pot price from Gordon's Floral. Second by Carl Sitterud. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Shawna Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed.
Item #4 Discuss/Approve/Deny Rental rates being increased or dropping the discount so everyone pays same.
Mayor Shawna Horrocks made a motion to keep rental rates as they are for rentals with dropping discount. Second by Carl Sitterud. All were in favor, motion passed.
Item #5 Discuss/Approve/Deny cell phone stipend.
Mayor Horrocks wants to give cell phone stipend to office staff since they receive multiple calls on their cell phones. Past cell phone stipend was $50, Mayor Horrocks stated the state pays $30. Carl Sitterud made a motion to set the stipend at $30. Second by Kristen Vose. Roll Call vote: Carl Sitterud-yes, Mayor Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed.
Item #6 Discuss/Approve/Deny Cemetery Policy changes.
Whitney Guymon made a motion to approve the changes to the cemetery policy. Second by Carl Sitterud. All were in favor, motion passed.
Item #7 Treasurer, Heather Holt, wants to speak about upcoming budget year.
Treasurer asked if there were any other budget projects that the council wanted to do this next fiscal year. Mayor asked that we budget the match money for grant for the pickle ball court.
Item #8 Discuss/Approve/Deny bills and city financials for payment.
Motion to pay the bills and city financials was made by Whitney Guymon. Second by Shawna Horrocks. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed.
Item #9: Council Reports.
Chance Thompson: (LEPC): absent
Shawna Horrocks: (CVSSD, EMS): EMS same topic of get more recruits and get wages for on call. CVSSD wrapping up projects, talked about metering fields. Valar Atomics presented to board.
Kristen Vose(PZ): Planning & Zoning cancelled.
Whitney Guymon (YC): Talked to Elmo Town about dog problem. They said they don't have a dog problem. Ordered Easter supplies. Will need help on March 28 for egg hunt.
Sitterud (Rec): didn't make Rec meeting.
Item #10 Adjourn Meeting.
Kristen Vose made a motion to adjourn the meeting. Second by Whitney Guymon. All were in favor, meeting adjourned.
