WASHINGTON COUNTY PLANNING COMMISSION MEETING AGENDA April 14, 2026 NOTICE: The regular meeting of the Washington County Planning Commission will be held on April 14, 2026, beginning at 1:30 p.m. in the Commission Chambers in the Washington County Administration Building, 111 East Tabernacle, St. George, Utah and via Zoom. The following complete applications, determined by staff to be ready to proceed to the Planning Commission, are on the Planning Commission agenda and will be heard in the following order: (Please note: Any public hearing item comments will be limited to 2 minutes per person per item and will be strictly adhered to. A spokesperson representing a group to summarize their concerns will be allowed to speak for 5 minutes. Repetitious commentary will not be allowed.) 1. ULTRA WATER EFFICIENCY STANDARDS DISCUSSION: Discuss and review the Ultra Water Efficiency Standards as implemented by the Washington County Water Conservancy District. 2. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property located at 1446 W. Jade Dr. in Diamond Valley. The current zone is RE-40 (Residential Estate 40,000 sq. ft. minimum lot size). The applicant is requesting approval for his business Bedrock Landscape & Tree Service. It is a is a small-scale yard maintenance and tree care business proposed to operate as a home occupation at the subject property. The applicant is Peter Anderson. 3. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property located at 1807 W 5400 N in Winchester Hills and is currently zoned RE-40 (Residential Estate 40,000 square feet minimum lot size). The applicant is requesting approval of a business license to operate Maui Pool Company from his residence. It serves solely as a home office for a pool construction business. All business operations and services are conducted off-site, with no equipment, materials, or deliveries brought to the property. The address is used strictly for home office, and no client meetings or customer interactions take place at the home. The applicant is Andrew Stephens. 4. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property located at 33 S 400 W in Veyo. It is currently zoned RA-1(Residential Agriculture 1-acre minimum lot size), and the applicant is seeking approval for a business license to run Cross Valley Roofing LLC from his residence. The residence will primarily function as a home office for administrative purposes. All business operations, including roofing services and material use, are conducted off-site at customer locations. No clients are expected to visit the residence, and no equipment or materials are stored or delivered at the home, ensuring minimal impact on the surrounding neighborhood. The applicant is Richard Jenkins. 5. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property located at 1030 W Diamond Valley Dr. in Diamond Valley. It is currently zoned RE-40 (Residential Estate 40,000 sq. ft. minimum lot size) and the applicant is seeking approval for a business license to run Latoski Repair from his residence. The property is primarily used as a home office with a small workshop area for occasional automotive repair. The applicant is 84 years old and retired but wishes to maintain an active business license. Activity is minimal and limited to routine maintenance such as oil changes on his own vehicle and occasional assistance with basic checkups for family and friends. Mr. Latoski indicated that he may take on a small number of jobs in the future, though this would be infrequent, limited to a few per year, and never more than one vehicle at a time. The business operates at a very low intensity and appears consistent with a home occupation with minimal impact to the surrounding neighborhood. The applicant is W B Latoski. 6. MINING & GRAVEL PLAN (Public Meeting - Administrative): Review and discuss the concept plan for a Mining and Gravel Pit in Central. The project is located approximately at 300 W 300 S in Central. The project parcel is C-8-A-2-DD-NW and is 36.95 acres in size. The current zoning for this parcel is M-G (Mining and Gravel 20-acre minimum lot size). Due to the limited timeframe in which the plan was submitted to the Board last month, this item was tabled to a date certain-today-to allow the Board additional time to review the Mining and Gravel Plan provided. The applicant is Bryce Christensen. 7. CONCEPT PLAN (Public Meeting - Administrative): Review the concept plan for the proposed Red Reef Villas development. The project site is located just north of the Gateway Industrial Park and directly adjacent to approximately 62,000 acres of the Red Cliffs Desert Tortoise Reserve, which provides access to established hiking and biking trails for residents. The site is situated along Old Highway 91, approximately 1150 S Old Highway 91. The affected parcels are QCRV-1-HV through QCRV-75-HV, 4044-A-4-HV, 4044-A-21-HV, 4044-A-12-HV, and 4044-A-20-HV. The proposed development consists of a mixed residential community featuring townhomes and single-family patio homes. The applicants are Silver Reef Resort, LLC. 8. ZONE CHANGE (Public Hearing - Legislative): Review an application for a zone change for the below parcels which are approximately located near 8737 N 700 W, St. George, Utah: Parcel Number Currently Zoned Proposed Zone Acre Size 7233-D-3-A-DA RE-40 & OST-20 A-10 14.81 7233-U-DA OST-20 RA-5 5.0 7233-C-3-DA OST-20 RA-1 2.0 7233-C-4-DA OST-20 RA-1 1.51 7233-C-5-DA OST-20 RA-1 1.15 7233-C-7-DA OST-20 RA-1 2.92 7233-P-1-DA OST-20 RA-1 1.02 RE-40 (Residential Estate 40,000 square foot minimum lot size) Zone OST-20 (Open Space Transition 20-acre minimum lot size) Zone A-10 (Agriculture 10-acre minimum lot size) Zone RA-5 (Residential Agriculture 5-acre minimum lot size) Zone RA-1 (Residential Agricultural 1-acre minimum lot size) Zone To achieve zoning compliance for the above referenced parcels, the applicants are requesting to rezone the properties to the proposed zones as shown in the table. The applicants are Scott and Stephanie Bulloch, along with Diamond Valley Water Company. 9. PRELIMINARY PLAT (Public Meeting - Administrative): Review the preliminary plat for the Silver Cliff Commons Phase I project, located on parcels 3184-HV, 3282-J-HV and 3282-D-1-HV near Leeds. The applicant proposes a mixed residential and commercial development intended to create a walkable neighborhood that complements surrounding development. The project includes commercial pads and associated parking areas overlooking Grapevine Wash, as well as designated common areas and open space integrated throughout the development. The applicant previously received approval of the Project Plan and Phasing Plan for the Planned Development zoning following a public hearing on October 14, 2025. Those approvals serve as the governing documents for the overall development. The request currently before the Planning Commission is the Preliminary Plat for Phase 1, which proposes approximately 36 single-family residential lots on 10.03 acres and represents the first phase of development under the previously approved project plan. The applicants are Babylon Lands LLC, Silver Cliff Annex LLC. 10. MINUTES: Consider approval of the minutes of the regular Planning Commission meetings held on February 10, 2026 and March 10, 2026. 11. COUNTY COMMISSION ACTION REVIEW: 12.
