Date: March 19, 2026 Time: 4:00 PM Place: Housing Authority of Carbon-Emery County 251 South 1600 East #2647 Price, Utah 84501 Present: Attending: Jack Riddle Jody Hansen, Executive Director Dixie Marvidikis Kenny Fallon Mike Kourianos The meeting was called to order at 4:00 PM by Mr. Riddle, Board Chair. First Item of Business - Approval of Minutes Minutes from the February 19th, 2026 meeting were presented. No additions or changes were noted. Ms. Marvidikis made a motion to approve; Mr. Fallon seconded the motion. The motion passed. Second Item of Business - Financial Statements Financial statements for January 2026 were presented. Mr. Fallon inquired about a line item under accounts receivable in the public housing financials noted as 'revised subsidy for 2026.' Mrs. Hansen explained that this represents an additional operating subsidy received from HUD for the fiscal year ending 2026. No further questions were raised. Mr. Fallon made a motion to approve the financial statements; Ms. Marvidikis seconded the motion. The motion passed. Third Item of Business - Resolution #113-26, Write Off Uncollectible Tenant Rents Mrs. Hansen presented the uncollectible tenant rent balances as of December 31, 2025, for both Public Housing and Rural Development properties. She explained the process of collecting tenant rents, including working with tenants to keep accounts current to prevent displacement, as well as the eviction process when accounts become delinquent and payment agreements are not followed. Mrs. Hansen noted that tenants who are able, may work off past-due rent at a rate of $10 per hour, typically through groundskeeping duties, which also supports maintenance needs. It was then explained by Mrs. Hansen that if a tenant vacates with an outstanding balance and collection efforts are unsuccessful, the account is referred to Professional Collections. This agency charges a commission beginning at 35% of amounts collected, with higher rates possible if legal action is required or if the debtor relocates out of state. Due to these factors, write-offs of uncollectible tenant rents are necessary, as full recovery of outstanding balances is uncommon. She added that while the commission rate is typical among agencies, the collection process is currently being reevaluated to reduce costs. Mr. Kourianos asked whether the agency can contact utility providers, such as Price City, to determine if tenants are behind on utility payments. Mrs. Hansen explained that tenants receive a utility allowance included in their rent calculation to offset utility costs. If a tenant fails to pay utilities, service is transferred to the Housing Authority, and the tenant is charged for 'excess utilities,' defined as costs exceeding their allowance. Mr. Kourianos also inquired about a balance from 2001 that is only now being written off. Mrs. Hansen stated she was unsure of the original reason but noted that older debts are being written off as part of an effort to clean up receivables. No other questions or concerns were raised; Mr. Kourianos made a motion to approve resolution #113-26; Mr. Fallon seconded the motion. The motion passed. Fourth Item of Business - Other Business Mr. Riddle asked Mrs. Hansen to proceed with the topics for the fifth item of business, noting that Item #4-Proposed Hillside Villa canal access road modification-would be addressed last. Mrs. Hansen then provided general updates to the board. She reported that annual insurance renewal rates for the Housing Authority will decrease by $852 for the upcoming policy term. The most recent property appraisal was completed in March 2025. She also reported an opening in the Maintenance Department. A total of 21 applications were received, and she stated that the position is expected to be filled by the second week of April. Lastly, Mrs. Hansen provided an update on housing software. The current provider, MRI Software, charged $44,716 for 2026. The Director, Public Housing, and Section 8 Managers attended online demonstrations from PHA Web and SACS Software and obtained quotes. PHA Web was selected as the preferred option due to its significantly lower cost-$9,000 annually, plus a one-time setup and training fee of $14,000. The new system will also allow tenants to make electronic payments, which is expected to improve rent collection. The target conversion timeframe is November to December 2026. Fifth Item of Business - Closed Session The board convened a closed meeting beginning at 4:30 PM to address the proposed Hillside Villa canal access road modification agenda item. The closed meeting ended at 4:56 PM. Upon returning to open session, Ms. Marvidikis made a motion to adjourn the meeting, which was seconded by Mr. Fallon. The motion passed, and the meeting adjourned at 4:56 PM.
