Amalga Town Council will hold a The monthly town council meeting Wednesday April 8, 2026, 7 PM at the Amalga town hall 6590 N 2400 W AMALGA, UTAH Agenda as follows: 1. Welcome / Pledge of allegiance. 2. Roll call David Wood Mayor, Paul Hansen Council Member, Mark Cowley Council Member, Rayslyn Larsen Council Member, Colette Dursteler Council Member, Shantrell Ritter Clerk, Jeffery Elwood, Bri Oryall Coltan Oryall, Ed Dursteler, Charlie Erickson, Dakota Bodily, Nickolas Nielson, Casey Jeppeson, Michelle Jeppeson, Dave Lee, Stacey Rindlisbacher, Sara Graf, LeAnn Campbell, Deputy Priestley 3. Approve Minutes of March 11, 2026, meeting a. Motion to approve Colette Dursteler b. 2nd Paul Hansen 4. Public Commit. a. Dakota Bodily Formerly Request to annex land into the city i. The change. Figured out a way to retain complete ownership. ii. Reduce it to 10 acres to not tax the water of the town. iii. Dakota would work jointly with Charlie Erickson on his project. 5. Sherrif's report Deputy Priestley a. Incidents 8 b. Citations 3 c. Warnings 4 d. Total Hours 21 6. Amalga Town Celebration - Stacey Rindlisbacher a. Town Business how much time? 15-20 Minutes And when in the schedule 4:00, Parade at 4:30, Dinner at 6, Bingo and Prizes at 7, Pickleball tournament (if we can get someone in charge) at 8, Smores bar at 9, Fireworks at 9:45 Games and prizes 3 p.m. -9:30 p.m. b. Badger is doing t shirts they are coming into at 7 per shirt. I would like to have enough in budget to take them down to 5 per shirt. c. Will the youth council help with the games? Colette Yes. d. Town helping pay for the food right now for 300 it is coming in at $4.89/ per person. We would like the town to pitch in and either do it free or $2.00 per person. We will the town pitching in to reduce the price to $3.00 /person. e. Need one person there that has a food handler permit. f. Dumpster Ed Dursteler volunteered to supply dumpster for the celebration g. Fire and Sheriff - Paul will invite fire Department. Sherrif is already notified. 7. Colton Oryall a. Presented the Council with a petition to Revoke the Conditional Use Permit (CUP) for Petersen Excavation. i. The petition was signed by 5 people that live in and around the previously mentioned business. ii. Video and Pictures from the Fall of 2025 were presented to the council iii. Their complaint is that Kent Peteresen is not following the following stipulations outlined in his CUP 1. Sprinkle piles to adequately control dust 2. Heights of the Piles shall not exceed 20 feet in height. iv. Mark Cowley before this meeting visited the address and measured the piles from a zipline that had been placed 20 feet high. Mark measured the height of the zipline and confirmed that it was 20 feet high. While there he noted that no soil or gravel piles were over 20-foot height he also noted that on that day there was no dust blowing from the pile and there was a watering system on location to water the piles. v. Colton Oryall says that the day Mark visited the piles were knocked down to below acceptable height. vi. Jeffrey Elwood: I have seen the dirt blowing so hard that you can't see the neighbors. vii. Mark Cowley: This problem just came to us last month, but you have to be aware that this takes awhile. We have taken due diligence. Tonight we are to gather more information. viii. Rayslyn Larsen: This is my question that day we found them in Compliance. What can we as a board do to move forward? ix. Colton Oryall: We are worried about our health from the blowing dirt because of that we want the CUP to be revoked. x. Mayor: To Move forward you need to write up a complaint challenging their CUP and turn it in to the board so that we can take it to our attorney and see what our legal options are. 8. Charlie Erickson: a. Suggestions for the previous item that the owners Petersen's do a soil test on their piles to know what is being blown around. b. I have some attorneys working on the land use coding that was asked for by P and Z. Will get that back to us as quick as he can. c. Looking into IEN Number for the company. Waiting for the EIN d. Can we have a joint P and Z and town council meeting? e. Dave Lee (secretary of P and Z): After we got the papers from Charlie, I sent a letter to our attorney (Seth). Seth told them that the person asking for the ordinance submits it to us and we take it to our attorney to look over and give advice. We might have to place his property into a new zone. The first stage is the proposed new ordinance turned into P and Z to be reviewed and then we will have our attorney look at it and decide if this is what we want. f. Charlie: I have a land use attorney writing up the new code right now we are 99.5% done at this time. Can we get the two attorneys talking to each other to speed up the process of the attorney back and forth? g. Dave Lee: I will check on that h. Charlie Erickson: I have been talking with Dokota Bodily and his annexation development we would like to partner to share the cost. We have found that all that water can be contained and put into covert. Pacific Corp owns the water. This is under Utah Code title 32B Chapter 7. i. Once P and Z receive the code back from the attorney then we will have to wait a minimum of ten days before this can be brought to the council even if a special session was called at Charlie Erickson's request, because all ordinance public hearings need to be published for 10 days prior to the meeting. j. Local Authority Consent For an off-premises Beer Retailer State License. i. Motion to sign Colette Dursteler 2nd Paul Hansen Yea: 4 Nay:0 Abstain :1 9. Council reports: a. Paul Hansen, i. Pine Trees will be in in three weeks ii. Water is on and Bathrooms are open. iii. 250 Year Celebration. We can have Alexander Hamilton and George Washington come out for a celebration. Maybe give them a couple of dates and see what we want to do. iv. RAPZ tax is turned in now we applied for the 15,000. 1. I want to replace the lights on the pickle ball court. v. Lawn looks great. vi. Need to replace a tree vii. Got the RAPZ signs hung viii. Furnace filter replaced. b. Colette Dursteler, i. The youth council is having a party on April 25th. ii. On dry years like this do we limit water to our citizens? Not yet. c. Mark Cowley, i. Did have the water tested they all came out negative which is good d. Rayslyn Larsen i. P and Z Recommends that we pass an eviction notice for Sid Munk. 1. There are possible options concerning the evictions. a. 60 Days b. 90 Days c. Or make an allowance. any other option the council decides. i. Ex. Once the person living there leaves no one else can move in. ii. Street Number will now be the town's responsibility. 1. Dave Lee found out that the town is now responsible for numbering new houses. P and Z will be responsible for this. iii. P and Z will be having a public hearing on the subdivision ordinance in May. iv. Setting up a training meeting with Town Attorney Seth Tait on Land Use and Open and Public Meeting Laws. The secretary will contact Seth Tait and try to schedule this training meeting for May 20th, 2026, at 7:00 PM at the Amalga Town Hall. 10. Mayor's report a. Dog Clinic approx. 30 Dogs. Will send out another notice b. Talk to Parsens and they will come to look at our roads and make notes for repairs 11. Pay the bills. a. Motion to approve the cash disbursement in the amount of $18665.50 Mark Cowley b. 2nd Paul Hansen 12. Items for May Council Meeting a. Dakota Bodily b. Talk about CUP concerning Oryall and Petersen c. Evictions for Sid Munk, Sander's. Have Richard Sander's come in to address the Council. 13. Adjournment a.
