PUBLIC HEARING - Cedar City Planning Commission
Notice is hereby given that a public hearing will be held before the Cedar City Planning Commission on Tuesday, April 21, 2026, starting at 5:15 p.m. in the Cedar City Council Chambers located at 10 N. Main Street, Cedar City, Utah. Time will be allowed for public comments on the following items:
1. Consider an Engineering Standard Revision to Section 5 (Standard Details) pertaining to Concrete Curb and Gutter, and Driveways.
2. Proposed Residential Development Overlay (RDO) located at approximately Cody Drive and Cross Hollow Road (Parcels B-1764-0000-0000 and B-1750-0044-0000).
3. Proposed Development Agreement associated with a Residential Development Overlay (RDO) for property located at approximately Cody Drive and Cross Hollow Road (Parcels B-1764-0000-0000 and B-1750-0044-0000).
4. Proposed Development Agreement for Smith's Marketplace located at approximately 1157 South Main Street.

Summary-Engineering Standards Revision:
The proposal will change the details for constructing curb and gutter in Cedar City, specifically deleting Type A and using the Utah APWA (American Public Works Association) Standard Plan 205 Type A Curb and Gutter-30'. City Engineer Approval will be required for use of Type A-24', Type B, Type H, or Type HB30-7 Curb and Gutter.
The proposal will also remove the current Cedar City Standard for driveway approaches by deleting Detail C-3 and using APWA Standard Plans 215, 221, and 222. City Engineer approval is required for use of Standard Plans 216, 225, and 229.
Summary-Cross Hollow Residential Development Overlay:
The proposed Residential Development Overlay encompasses approximately 77 acres currently zoned R-1 (Single-Family Residential). The proposal would rezone approximately 20 acres to R-3M (High-Density Residential), allowing for the development of approximately 350 residential units. The remaining acreage would retain the R-1 designation, with approximately 50 additional units proposed with much of this area designated for natural open space.
Summary - Cross Hollow Development Agreement:
The proposed development agreement will detail specifics related to open space, public improvements, and possible changes to master planned improvements within the development area associated with the Cross Hollow Residential Development Overlay.
Summary- Smith's Marketplace Development Agreement:
The proposed development agreement between Cedar City and Smith's Food and Drug Centers addresses the following considerations:
- Approval of signage exceeding the limits established by the Cedar City Zoning Ordinance.
- Architectural design of the proposed Smith's Marketplace and fueling center.
- The quantity of loading spaces and specifications for parking stall dimensions.
- Landscaping, lighting, and exterior storage elements.
- Installation and operation of a public water system within a private development.
- Public improvements and traffic mitigation.
