ANNUAL ACTION PLAN July 1, 2026-June 30, 2027
Notice is hereby given that Ogden City is proposing Amendment #2 to its Five Year Consolidated Plan FY26-30 (ConPlan) and proposes Annual Action Plan July 1, 2026 to June 30, 2027 (AAP FY27). As part of the planning process for HUD funding, the City of Ogden is required by the U.S. Department of Housing and Urban Development (HUD) to prepare an Annual Action Plan for the use of federal funds received for housing and community development purposes. AAP FY27 is the implementation plan for the 2nd year of the City's ConPlan. The ConPlan is the city's vehicle for identifying and prioritizing housing, community development and business development needs and strategies. ConPlan Amendment #2 and AAP FY27 are available for a 30-day public review and comment period commencing¬¬¬ April 4, 2026, and ending midnight May 4, 2026. ConPlan Amendment #2 proposes to expand the scope of the HUD-funded Target Area Public Improvements Program (Program) to include parks (the creation, improvements and upgrades to city parks in low-to-moderate-income neighborhoods). Currently, the Program includes improvements to streets, lights, trees, sidewalks and infrastructure. ConPlan Amendment #2 adds parks and ADA features to the eligible use of HUD funds for Target Area Public Improvements Program.
The AAP FY27 includes estimates of anticipated funding and proposed uses of funds, as well as a summary of housing and community development needs, resources and strategies. Specifically, AAP FY27 includes estimates of anticipated funding: Community Development Block Grant (CDBG) Entitlement Funds (EN) of $1,022,138, CDBG estimated carryover funds (CO) from previous year $1,415,443 and anticipated CDBG Program Income (PI) of approximately $878,930 for a Total $3,316,511 CDBG Budget; HOME Partnerships Investment Grant (HOME) EN of $322,360, HOME estimated CO of $553,890, and HOME anticipated PI of $534,213 for a Total HOME Budget of $1,410,464; for a total CDBG and HOME funds for AAP FY27 Budget of $4,726,975. (HUD has not announced FY 2027 (HUD program year FY26) award allocations. The budget will be changed to reflect the actual CDBG and HOME EN award amounts.)
Proposed uses of anticipated funds - CDBG: $40,000 Emergency Home Repair Program, $500,000 Purchase, Rehab and Resale Program, $350,000 Small Business Loan Program, $250,000 Microenterprise loan Program, $1,796,297 Target Area Public Improvements, $380,214 Administration for a total CDBG Budget of $3,316,511; HOME: $500,000 Own In Ogden, $72,883 CHDO, $751,924 Purchase, Rehab and Resale Program and $85,657 HOME Administration for a Total HOME Budget of $1,410,464; for a Total AAP FY27 CDBG and HOME Budget of $4,726,975. The Target Area Public Improvements Program budget will adjust to correspond with the change from estimate to actual CDBG EN award amount; and the Purchase, Rehab and Resale program budget will adjust to correspond with the change from estimate to actual HOME EN award amount; and CDBG and HOME Admin budgets will adjust by formula.
The public review period begins April 4, 2026 and ends midnight May 4, 2026. Copies of ConPlan Amendment #2 and AAP FY27 are available for public review weekdays, except holidays, between the hours of 8:00 a.m. and 5:00 p.m. at the following locations:

All written public comments will be summarized and addressed in the final version of the Amendment and AAP FY27 to be adopted by the Ogden City Council.
