1. CALL MEETING TO ORDER. Mayor Adam Palafox called the meeting to order at 6:30 p.m. 2. ROLL CALL Mayor Adam Palafox Councilmember Manuel Carrillo Councilmember Radine Murphy Councilmember Brandon Grossman City Administrator Glenn Wadsworth City Attorney Spencer Call, City Treasurer Sasha Palafox Clerk/Recorder Liliana Soriano EXCUSED: Councilmember Manuel Carrillo 3. PLEDGE OF ALLEGIANCE Mayor Adam Palafox led the Pledge of Allegiance. 4. APPROVE OR AMEND REGULAR COUNCIL MEETING MINUTES OF JANUARY 07, 2026. DECISION Motion made by councilmember Brandon Grossman, seconded by councilmember Radine Murphy, to approve the regular council meeting minutes of January 07, 2026. All in favor, aye, Motion passed. 5. INTERVIEWS FOR POTENTIAL CANIDATE FOR CITY COUNCIL MEMBER VACANCY. Three individuals filed for the midterm vacancy: Tanner Moore, Stephine Diaz, and Bryan Arrington. The candidates introduced themselves to the public and the City Council, followed by a three (3) Q&A session where each individual provided a comprehensive response to the three specific questions by Councilmembers Radine Murphy, Brandon Grossman, and Darlene Trammell. Mayor Adam Palafox abstained from voting due to a familial relationship with Tanner Moore. To determine the process, City Attorney Spencer Call conducted a written ballot on a blank piece of paper and read the results aloud to the public by City Clerk Liliana Soriano, and was read as follows: Councilmember Radine Murphy voted for Tanner Moore, Councilmember Darlene Trammell voted for Tanner Moore, Councilmember Brandon Grossman voted for Tanner Moore. All three Councilmembers voted for Tanner Moore. This was a unanimous decision in which Tanner Moore was congratulated and appointed as the new Councilmember from the City Council. Candidates were thanked for running in the midterm. 6. SELECTED CANDIDATE TO RECEIVE THE OATH OF OFFICE. City Clerk Liliana Soriano swore in new Councilmember Tanner Moore. 7. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin presented a stats report. B) FIRE DEPARTMENT - KEN QUIRK Fire Chief Ken Quirk presented a stats report to the city council. Quirk informed the council that he is working with the Toole County Fire Marshal to train the new firefighters and start receiving training for CPR classes, but it is very difficult for them to go and come back to town. Ken has reached Toole County and asked for assistance with a CPR instructor to come to Wendover a plan is being worked on. ii) UPDATE ON FIRE STATION SIDEWALK Ken informed the council that he has only received 2 bids for the Fire Station sidewalk, so for the moment, he is going to hold off on the beautification project until July. 8. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. Wendover Resident Luis Haro informed the city council that he would like to create a gym for kids to release their anger and stay out of drugs, where they can practice MMA and Boxing and create something for the community to gather. Luis asked the City Council for advice and help on getting a license. City Council informed Mr. Haro first step is to see if the area is zoned and to go to planning and zoning and get suggestions on where to start. Tooele Health Deputy Director Jaime Zwerin informed the City Council that Wendover Health Representative Christian Pantalakis has resigned from the Tooele Health board and asked the Council to please appoint someone to take her place on the Tooele Health board. Mayor Adam Palafox informed the city council that he has appointed Councilmember Radine Murphy as the Wendover Health Board Representative. Pervention Group Deeanna Croasmun informed the City Council that Christian Pantalakis has also resigned from the Wendover Coalition. Croasmun mentioned that if there was anyone interested in being part of the Wendover Coalition, it would be great to have a Wendover, Utah representative. Croasmun also invited the council to the General Plan meeting on February 25, 2026 @ 6:00 pm, the last Wednesday of every month. Wendover Resident Julie Vasques came to ask the city why there are no major stores in Wendover. Councilmember Darlene Trammell informed Julie that the population in Wendover is too small to attract big companies. 9. DISCUSSION PERTAINING TO THE WENDOVER CITY WEBSITE AND MATTERS RELATED THERETO. City Attorney Spencer Call informed Council that he is still working on the contract draft after having a conversation with Mariah Akins. He will send the contract either to City Treasurer Sasha Palafox or City Clerk Liliana Soriano to forward the contract to the city council once he is done with the final review. 10. APPROVE OR DISAPPROVE BUSINESS LICENSE APPLICATION. DECISION. Motion made by councilmember Radine Murphy, seconded by councilmember Darlene Trammell, to table line item #10. All in favor, aye, motion passed. 1. ROLBERTO'S MEXICAN FOOD - CELESTE RANGEL 2. VISFREE LLC, RENTAL PROPERTIES - NATALIA LOLL 11. APPROVE OR DISAPPROVE POTENTIAL COST OF THREE THOUSAND FIVE HUNDRED NINETY- EIGHT ($3,598.00) DOLLARS FOR JADEN COOK TO AQUIRE CDL LICENSE. DECISION. Mayor Adm Palafox asked if it was a Class A four-week training course. City Administrator Glenn Wadsworth replied yes, training is approximately four weeks. Mayor Adam Palafox asked City Administrator Glenn Wadsworth if the city has ever placed someone under contract to pay for the training courses. Glenn replied no, the city has not placed an employee for the city in a contract for training. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve the potential cost of three thousand five hundred ninety-eight ($3,598.00) dollars for Jaden Cook to acquire a CDL License, money to be taken out of the Garbage fund. All in favor, aye, motion passed. Roll Call: Councilmember Radine Murphy, aye, Councilmember Darlene Trammell, aye, Councilmember Brandon Grossman, aye. 12. UPDATE WITH RESPECT TO SACRED CIRCLE LORENA HORSE AND JOSH ANDERSON. DISCUSSION. Josh Andreson informed the city council that the trailer for Sacred Circle will be ready by May 11th, and that the open house is scheduled for July. Anderson also informed the council that Sacred Circle is working on bringing out a dialysis bus with a grant from the State of Utah. 13. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve Angel Ortiz's payment of rental fees and deposit. All in favor, aye, motion passed. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve Holy Cross Missionaries to waive payment, but they must pay a deposit. All in favor, aye, motion passed. 1) BLOOD DRIVE - KAREN SHEPHERD, FEBRUARY 16, 2026, WAIVE RENTAL AND DEPOSIT. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve Karen Shepherd, February 16, 2026, waive rental fees and payment deposit. All in favor, aye, motion passed. 14. MAYOR ADAM PALAFOX UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. 1) APPROVE OR DISAPPROVE DONATION OF FIVE HUNDRED ($500.00) DOLLARS TO THE WEST WENDOVER JAS FOUNDATION. DECISION. Motion made by councilmember Darlene Trammell, seconded by councilmember Radine Murphy, to approve the donation of five hundred ($500.00) dollars to the West Wendover Jas Foundation, the funding to come out from the Miscellaneous account. All in favor, aye, motion passed. Roll Call: Councilmember Radine Murphy, aye, Councilmember Darlene Trammell, aye, Councilmember Brandon Grossman, aye. 2) DISCUSSION PERTAINING TO REESTABLISHING A CODE ENFORCEMENT PROGRAM IN THE POLICE DEPARTMENT. Mayor Adam Palafox commented to skip line item 14-2. 3) DISCUSSION PERTAINING TO COMMUNITY BUILDING RENTAL RATE INCREASE Motion made by councilmember Brandon Grossman, seconded by councilmember Darlene Trammell, to table line item #3. All in favor, aye. Motion passed. Roll Call: Councilmember Radine Murphy, aye, Councilmember Darlene Trammell, aye, Councilmember Brandon Grossman, aye. 4) CUSTODIAL CARE OF NEEDLEPOINT GARDENS CEMETERY. Mayor Adam Palafox skipped line # 4 15. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No Comment. 16. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. B) UPDATE ON AIRBNB ORDINANCE. City Attorney Spencer Call informed the council that he is awaiting more information on issues. 17. UNFINISHED BUSINESS: Councilmember Radine asked that there be a account be created for the memorial benches at the city office. 18. NEW BUSINESS: Mayor Adam Palafox excitedly shared a new health initiative with the City Council: bringing the 'Boob Bus' mobile mammogram to Wendover. For an approximate cost of $500, the mayor is collaborating with Lucia Torres to further reduce expenses and explore hosting the bus once or twice a year. This vital service accepts various insurances, making it a convenient and affordable way to prioritize our community's health. 19. EXECUTIVE MEETING. No comment. 20. NEXT SCHEDULED COUNCIL MEETING: MARCH 04, 2026 @ 6:30 P.M. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve the scheduled council meeting on March 04, 2026, at 6:30 pm. All in favor, aye, motion passed. 21. ADJOURNMENT. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve adjournment at 7:30 pm.
