- Cannonville Town Council Meeting Minutes MARCH 2026 Cannonvillle town held their regular Monthly Board Meeting Wednesday, March 18, 2026, in the town Hall. The meeting began at 7:00pm. Public in Attendance: Cherie Scoffield, Anita Fletcher, Mark Nelson, Valarie Ott, Pete Jensen, Ramona & John Morreale, Sue & John Bell, Moriah & Marshall Thompson, MacKenley Nez, Seth Marier, Henrieville Fire, & Kevin Smedley, Five-County Rep. Board Members: Stewart Ivie, Alma Fletcher, Landyn Brinkerhoff, Mayor Bill Scoffield, Davis Kendrick, & Machele Nelson, clerk. Prayer: Bill Scoffield Pledge: Machele Nelson Reading and Approval of Agenda: The agenda was reviewed and adopted. Motion by Davis Kendrick, 2nd by Alma Fletcher, all were in favor. Reading and Approval of minutes: The February 18th, 2026, town council meeting minutes were then read, reviewed, and approved. Motion to approve was by Stewart Ivie, 2nd by Landyn Brinkerhoff, all were in favor. Departmental Reports: Fire: Kinley Nez, Henrieville Fire Chief, took some time to highlight House Bill 48, recently passed and in the news as having major impact communities with burnable material in and around citizen owned properties in wildfire-prone areas. The goal is to 'reduce fire risk through inspections, defensible space and building standards.' There will be inspections, assessment$, and clean up directives issued to areas deemed at risk around our communities. He referenced a couple of websites offering up more details including layered maps of problem areas, noting that the most important layer is the one in red showing significant fire risk areas. He and his noble assistant agreed to bring equipment to Cannonville when and if homeowners do burnings on their property to ensure everyone is safe. Additionally, he indicated it would be prudent to notify the county when planned burns are scheduled. Fire restrictions are to be expected this year as well. Public: Cherie Scoffield reviewed Cannonville's plan for Memorial Day May 23rd AM250 celebration. The theme will be 'Let Freedom Ring,' It will include bell ringing, thirteen original colonies readings, waffle breakfast, flag ceremonies, and color guard. She showed a slide of Cannonville's AM250 Flag that Jill Singleton and friends have been working on. A flagpole has been ordered and will be installed. She also reviewed some of the other activities happening in the county including a new play '1776' written for this year's celebrations. All the quilts are on display in the County Court House. The County Tourism Event calendar is maintaining the list of all events. It should be a fun summer. Planning: Mr. Pete Jensen reported that the planning commission will be reviewing Ashton Robertson's drawings in April. Additionally, the revised Sub-division and Zoning ordinances will be reviewed and presented to the public during the April Town Council Mt g, April 15th at 7:00pm Water: Alma Fletcher reported that the galvanized couplers are still being replaced. He figured they were about half done. The SCADA electrical designs are finished and expected to be reviewed the week of 30 March. Additionally, the well had some problems with chlorination and had to be manual restarted four times Tuesday night. This produced about 6000 gallons of backwash that filled and overflowed the pond. Pond integrity is being investigated and/or repaired as soon as possible. A plan was discussed to burn off the cattails to help identify the problem areas. Parks: The kitchen sheet metal upgrades and modifications are ongoing. Carter Mortensen is upgrading the power for new equipment. Davis Kendrick indicated the lawn contractor hasn't submitted a new contract. A second bid came in during the month. Additionally, Davis has investigated grant money and is working closely with Mike Johnson at Five Counties to understand the process and put a request together. Earth Day cleanup will be Saturday, April 25th, beginning at 8:30 am. Lunch will be served. All the materials are in place to install an additional line of sprinklers to keep the park grass green next to the eating and stage area. Roads: The remaining road sign installation was discussed, and Landyn Brinkerhoff will be working with John Bell and John Morreale to get them installed. It was emphasized the Blue Stake folks be called to highlight the buried lines and to avoid them. Clerk: Machelle Nelson presented February financials for review. No feedback from the overdue bill algorithm put in place with the January bills. Mayor's Items -Mayor Scoffield welcomed everybody to the March 2026 meeting, including our five-country rep, Mr. Kevin Smedley. He indicated some folks had filled out the Garfield County Survey, Thank you for that. -Additionally, he mentioned the Republican Caucus was held Tuesday night and Councilman Davis Kendrick was selected to represent the Town of Cannonville at both the County Caucus and the State Convention held on the UVU campus April 25th.
