2. Approval of January 14, 2026 Town Council Meeting Minutes

3. Payment of payroll/reimbursements and bills
a. The bills/payroll/reimbursement invoices dated January 15,2026 - February 11, 2026 were given to the council before the meeting for review.
Question regarding the bills to Cannon- It is the equipment for the AMI meter project
Question regarding the Dixie Power bill- It was for the tree/Power pole issue near the Teeple property

Follow up regarding the bill paid to Ludlow Engineering and if the Job had been completed. - The clerk has called and the job was 90% completed and that was what the invoice had been for. Ludlow still needed to meet with the property owners before they could file the report with the state.
4. Petitions, Remonstrance and Communications
5. Planning and Land Use- Ted Bennet
*Building Permits: No new permit requests.
*Town Code- The Planning and land use reviewed the town code and could find no fault with it.
A few members on the town council would like to continue to personally review the code. The town council will re-visit the code in March with a work meeting to go over any questions or changes.
6. Fire Department
*Cooperative Wildfire system agreement: Chief Christensen brought an informational handout for the council members to help simplify the Community Wildfire System (CWS) participation in 2026 and the Wildland Urban Interface (WUI).
As a member of the CWS the town is able to be paid for assisting on wildland fires. Holden Town's cost share is $16.00 a year which is paid by the Millard County Fire District, which has not been covered by actual money but in time services such as fire prevention, mitigation and preparation.
With the recently passed house bill 48 to help shape the way state wildfire suppression is funded. Specifically looking at houses and structures within the wildland urban interface. The bill requires those building in wooded areas to make modifications or improvements to their properties to create defensible space, to protect their own structures or pay extra that will be assessed on their taxes each year. Holden town has 6 acres of medium risk wildland urban interface, these acres are debatable as they are on the East side of the freeway which is in the county and not the town of Holden.
The state is asking all municipalities regardless of assessed risk to adopt the Wildland Urban Interface code 2026. The WUI code would need to become a town ordinance with a supplement to the building code. If the town does not adopt the code the fire department will no longer be able to participate in the CWS prohibiting the fire department from assisting on wildland fires, which helps provide extra money to the department.
The deadline for the code adoption is December 29, 2026. The town is still a part of the CWS under the county fire district. Any new building done on property East of the freeway will fall under the new WUI code.
7.Report of Officers
a. - Roads & Landfill
The street resolution is still being drafted. Councilman Dallin would like the council to look at the last posted Street Ordinance draft and give your thoughts or ideas to her.
Councilman Dallin is still looking into grants to help fund new street signs for town. As of yet she hasn't found any that would encompass the Towns needs.
b. Parks, Recreation and CERT
*Easter Egg Hunt- The town Easter egg hunt will be held April 4th and 10am.
*Councilman Stephenson looked at a grant to help provide new playground equipment and did not see any equipment that would work at our park/ playground.
*A new water heater is needed in the pavilion kitchen. Public works will work on it as the weather warms up more.
C..David Wood - Electric
*AMI meter update- The AMI metering equipment has started to arrive. Councilman Wood will begin working on the town network security side of the project.
*UAMPS pooling agreement- review: The council members need to review the UAMPS pooling agreement. At present the town has two main sources of power generation, the Hunter power plant and the Colorado River storage project (Glen canyon dam). Our cheap power is fading, forcing us (UAMPS) to purchase power from the open market, which can be costly. In May the town will need to predict and source how much power will be needed on a daily basis, through what is being called the Day ahead market. As of now we have no way of knowing what the cost will be to the town.
Councilman Wood has put together binders for the councilman containing copies of the town's resolutions and policies. Once the town website is up and running the resolutions and policies will also be added to the website. The clerk is finalizing a few more website company bids to present to the council in March. A binder will also be made available for viewing at the post office.
Water
*Sunrise Engineering was at the meeting to explain and inform the council on what needs to be done in relation to the water project. The funding was explained and that the town still has the funding but that the project needs to continue with positive results in another water source being found. The town can close on the loan when a water source is found or the other parts of the project begin.
? Have other well spots been located?- There are three possible sites to the East and two on the west side of town, but nothing definite.
e. Mayor Matthew Stephens
*Procurement policy- The Mayor would like to amend some of the spending thresholds in the procurement policy that was passed in December of 2025. Making sure that the town is operating through the purchasing agent (Treasurer) and that code and policies are being followed. The clerk will work on a draft for the council to approve in the March or April meeting.
7.New Business
*Card reader for the post office: The council felt a card reader would not be feasible to have at the post office. Questions raised were how the funds would be transferred to the postal service, and the processing fee to the town.
The Millard Fillmore Library sent a letter to the town asking for a donation to the library, they are asking for a donation of $1.00 per citizen totaling $375.00. The town council feels the library is beneficial to the Holden town residents and would like to support the library.
Mayor Stephens motioned to donate $500.00 to the Fillmore City Library, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mike Bleazard- yes, Mayor Stephens-yes voting was unanimous
JD & Jenny Stevens were here on behalf of the Millard High School FFA. They would like to be put on the March meeting agenda. The Holden Town FFA members are seeking a donation in exchange for service to the town to help fund a Washington DC trip this summer.
Public Works asked for approval to purchase fuel for the fuel tanks. Permission was given
