Underground Injection Control Class V Wells
Permit Renewal
Purpose of Public Notice
The Utah Department of Environmental Quality (DEQ) is soliciting comments on the request to renew Brigham City's Underground Injection Control (UIC) V permit UTU-03-AP-173E18B. The permit is issued by the Director of the Division of Water Quality (the 'Division') under authority of the Utah Water Quality Act, Section 19-5-106(g) Utah Code Annotated, and Utah Administrative Code R317-7. Pursuant to Utah Administrative Code R317-7-13, the Director of the Division will investigate and provide a written response to all citizen complaints duly submitted. In addition, the Director shall not oppose intervention in any civil or administrative proceeding by any citizen where permissive intervention may be authorized by statute or rule. The Director will publish notice of and provide at least thirty (30) days of public comment on any proposed settlement of any enforcement action. Brigham City Corporation operates an aquifer recharge and recovery system as an integral part of their public water supply system. The purpose of the recharge and recovery system is to inject an excess of 4 to 6 million gallons per day of high-quality water from six (6) Mantua Valley springs located near Mantua during the winter months for subsequent withdrawal during the high use summer months.

All comments received prior to close of business on April 20, 2026, will be considered in the final decision to renew and modify the permit. A public hearing may be held if written requests received within the first 15 days of this public comment period demonstrate significant public interest and substantive issues exist to warrant a hearing.
