Cleveland Town Council Meeting Approved Minutes February 12, 2026 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, February 12, 2026 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, Carl Sitterud. Chance Thompson was absent. Clerk Nancy Livingston. Public Attendance: Trevor Rowley Called to order at 7:03 pm. Pledge led by Mayor Horrocks. Minutes: Kristen Vose made a motion to approve January meeting minutes. Seconded by Carl Sitterud. All were in favor, motion passed. Public Comments/Questions: Trevor Rowley wanted to let town know that TSJ Construction wants to give back to community. Would like to help out with projects like town cleanup or cleaning for Cleveland Days, etc. Item #1 Discuss/Approve/Deny revisit Rayne Jensen noncompliance with horse shelters at 190 N 50 W. Talks about an agreement that will be sent to Jensen's about planning & zoning issues. Read agreement for shelter removal with them leaving the back panel for a fence. So, it would leave a piece of aluminum siding as part of their fence. This still leaves a line of sight issue. Will work with attorney to make agreement match town codes. Also sent an MOU for use of sidewalk in emergent situations. Item #2 Discuss/Approve/Deny flower basket bid from Gordon's Floral for flower pots. Council concerned about water issues. Council want to know if they can cancel order, or reduce amount of flower pots, or are they already ordered. Item #3 Discuss/Approve/Deny continued lease of water shares from Emery School District of 150 shares @ $3.52 each for a total of $528 for 2026. Motion made by Whitney Guymon to lease water shares from Emery School District for price given. Second by Kristen Vose. Roll call vote: Carl Sitterud-yes, Mayor Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed. Item #4 Discuss/Approve/Deny donating to Elmo Horse and Buggy Days. Motion to deny donating to Elmo Horse and Buggy Days made by Mayor Horrocks. Second by Carl Sitterud. All were in favor, motion passed. Item #5 Discuss/Approve/Deny speeding in town and speed limit signs. Ask Guymon's machining about poles for speed limit signs. Carl Sitterud volunteered to help with them. Item #6 Discuss/Approve/Deny secondary water usage for 2026 & culinary water. Carl Sitterud stated that he had talked with Castle Dale Mayor Van Wagoner about water issue of not enough water in mountains this year. Would like to know what town can do to conserve. Whitney Guymon suggested giving letter to PO Box Holders asking to conserve water. If can get out of flower contract reduce to about 30 pots. Motion by the Mayor that if we cannot get out of flower order, that we honor the full number of flower pots. Item #7 Discuss/Approve/Deny Cemetery Policy Change. Look at next month. Item #8 Discuss/Approve/Deny question how do we proceed with unpaid utility bills from people who have moved and do not answer their cell phone. Motion to accept that we will have to take a loss on those types of utility losses by Whitney Guymon. Second by Carl Sitterud. All in were in favor, motion passed. Item #9 Treasurer, Heather Holt, wants to speak about upcoming budget year. Possible projects listed from council were: old town hall electrical, old fire station roof, heating/ac on north part of old town hall, pickle ball court, pavilion at O'Ville, shed for park and cemetery. Item #10 Discuss/Approve/Deny Set dates for town and highway 155 cleanup. April 18 is set for Town cleanup day, call TSJ and arrange for them to help. Highway 155 West cleanup is set for May 9. Item #11 Discuss/Approve/Deny garbage bin use by others outside of town limits. Clerk stated that there are not just town people dumping. People are dumping large trailers of garbage to dump. Dumpsters keep getting full before end of month. Do we need to look at setting a fee for dumpster use? Kristen Vose stated that we need to stop distinguishing from inside and outside of town. She feels that if they have a PO box in town they are residents of Cleveland. They support the town with volunteer work just as much if not more than those inside town boundary. Item #12 Discuss/Approve/Deny letters for noncompliance and updates with ongoing compliance issues. Shed on 300 West is now in compliance. No dog problem. Item #13 Discuss/Approve/Deny bills and city financials for payment. Motion to pay the bills and city financials was made by Kristen Vose. Second by Whitney Guymon. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed. Item #14: Council Reports. Chance Thompson: (LEPC): absent Shawna Horrocks: (CVSSD, EMS): COG meeting had group that did study and that not enough housing for the new mining employees in Emery & Carbon Counties. Looking for solutions to affordable housing. Kristen Vose(PZ): Did not make Planning & Zoning. What or when did we set the prices for rentals? Park kitchen is same fee no matter. We need to stop excluding South Flat people with discount. I feel that we need to quit putting a divide between inside and outside residents. They are all residents if they have a post office box. Asked if we ever got the Itron equipment working. Clerk responded that we did are currently using it. Whitney Guymon (YC): KFJ C has t-shirts. T-shirt person donated some shirts. Beauty Salon uses Quair to text customers-$50. On Elmo's agenda for dog issue. Carl Sitterud (Rec): didn't make Rec meeting. Item #15 Adjourn Meeting. Carl Sitterud made a motion to adjourn the meeting. Second by Kristen Vose. All were in favor, meeting adjourned. Nancy Livingston, Clerk
