We have two strategies for this grant, per CDC. Strategy 1: Recipients will expand Arthritis Appropriate Evidence-Based Interventions (AAEBIs). Strategy 2: Recipients will increase healthcare provider-patient assessment of physical activity levels, physical activity counseling for arthritis management, and referral pathways to support access to and availability of AAEBIs for people with arthritis and related co-morbidities.

Tobacco Prevention and Control Program received a notification from CDC that they can apply for a grant extension based on the currently awarded amounts which will go through April 2027. This funding was reviewed by ULACHES. We plan to move forward with the current continuation application. HPAP has reviewed the application and vote to approve this funding via email. This funding supports the achievement of four National Tobacco Control Program (NTCP) goals to 1) Prevent initiation of commercial tobacco use among youth and young adults; 2) Eliminate exposure to secondhand smoke (SHS); 3) Promote quitting among adults and youth; and 4) Identify and eliminate commercial tobacco product-related inequities and disparities. The supplement will fund this cooperative agreement for an additional 12 months (April 29, 2026 - April 28, 2027) to allow for completion of program activities and extended evaluation of the program.

Epi/Informatics Exec group reviewed the HIV prevention grant (PS24-0047) by email given time constraints for when the application is due. This is a continuation grant led by Kim Farley. The group recommends Governance approval of the grant application as proposed.
The purpose of this grant is to implement a comprehensive HIV prevention and surveillance program to prevent new HIV infections and improve the health of people with HIV.

R392-302 Public Pool Design, Construction and Operation R392-302 Rule Amendment - Resulting from HB 368 negotiations with the sponsor, the EHP has proposed amendments to section 38 of rule R392-302. The amendment standardizes the regulation of Spas, whether Hot or Cold with minor differences due to temperature and signage. The EHEC has unanimously voted in favor of the proposed amendments and submitted R392-302 to Governance with a positive recommendation.
R392-101 Food Safety Manager Certification R392-101 Rule Amendment - Resulting from the passing of HB 172 Sub1, the EHP has proposed amendments to R392-101. The amendment aligns with EHEC approval to change the Certified Food Safety Manager (CFSM) course renewal requirement from every three years to every five years, and it includes an additional exemption to CFSM requirements as specified in HB 172 Sub1. The EHEC has unanimously voted in favor of the proposed amendments and submitted R392-101 to Governance with a positive recommendation.

Funding from this grant supports the capacity for developing and implementing data-informed strategies to prevent pregnancy-related deaths by improving data availability and quality to better identify and characterize pregnancy-related deaths and related health inequities.
Behavioral Risk Factor Surveillance System
4/2/2026 The purpose of this program is to provide financial and programmatic assistance to State Health Departments to maintain and expand 1) specific surveillance using telephone and multi-mode survey methodology of the behaviors of the general population that contribute to the occurrence of prevention of chronic diseases and injuries.
Advancing Violence Epidemiology in Real-Time (AVERT)
4/6/2026 This work will continue work focused on increasing the comprehensiveness and timeliness of surveillance data on emergency department (ED) visits for all firearm injuries, other violence-related injuries, and mental health conditions.
Utah Violent Death Reporting System
4/6/2026 This work will continue to collect and disseminate surveillance data on homicides, suicides, deaths from legal intervention, deaths of undetermined intent, and unintentional firearm deaths to improve the planning, implementation, and evaluation of violence prevention programs and other 'data to action' efforts to reduce violence.
Medicare Rural Hospital Flexibility Program
5/1/2026 The purpose of the Medicare Rural Hospital Flexibility (Flex) program is to enable states to support critical access hospitals in quality improvement and reporting, performance improvement and benchmarking, and to establish or expand programs for the provision of rural emergency medical services.
Modernizing Environmental Public Health Tracking to Advance Environmental Health Surveillance
4/14/2026 This is a non-competitive renewal of a 5-year grant for year 5 that builds upon previous Tracking Network grants. Year 1 of the grant was awarded but parts B and C were not funded. Additionally, the grant took a big reduction in year 2 to add additional grantees. We anticipate level funding for year 5 at the same reduced amount as previous years.
Overdose Data to Action in Utah 3/16/2026 The overall guiding principles for this work are:
Collect data around community characteristics and conduct analyses that consider Social Determinants of Health
Use data to inform and tailor prevention strategies, with emphasis on reaching
groups disproportionately affected by the overdose epidemic
Ensure delivery of prevention services
