February 23, 2026 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE OF INTENT TO RENEW A UPDES PERMIT PURPOSE OF PUBLIC NOTICE The purpose of this public notice is to declare the Director of the Division of Water Quality's intention to renew a Utah Pollutant Discharge Elimination System (UPDES) Permit under the authority of the Utah Water Quality Act, Utah Code § 19-5-106(2)(g). The draft Permit and the Fact Sheet (collectively, the draft Permit documents) are available for review and comment. PERMIT INFORMATION PERMITTEE NAME: City of Corinne FACILITY NAME: Corinne Wastewater Lagoon System MAILING ADDRESS: 2420 North 4000 West, Corinne, UT 84307 TELEPHONE NUMBER: (435) 744-5566 FACILITY LOCATION: 2420 North 4000 West, Corinne, UT 84307 UPDES PERMIT NO.: UT0020931 PERMITTED OUTFALLS: 001, 001D OUTFALL LOCATION: 41°32'13.7'N, 112°06'41.7'W and 41°32'12.5'N, 112°06'41.7'W RECEIVING WATER: Bear River BACKGROUND The Corinne Wastewater Lagoon System (Facility) was constructed in 1971 with seven cells and expanded to eight in 1981, and currently serves the City of Corinne's population of 850. The Facility consists of a bar screen, 45° V-notch inlet weir, comminutor, sump and pump station, eight facultative lagoons operating in series, a Steven discharge flow recorder, and a gas chlorine system, discharging approximately 0.07 MGD with a hydraulic detention time of 180 days. The Facility has two outfalls: Outfall 001 is a twelve-inch diameter corrugated metal pipe running approximately 200 feet to the Bear River (unused since at least 2016), and Outfall 001D discharges to a retention ditch and holding ponds on approximately 260 acres of adjacent farmland south and southwest of the lagoons, which is used for irrigation during the growing season. The City of Corinne is implementing a comprehensive wastewater collection system replacement project to address infiltration and inflow (I&I) issues, with construction expected to be completed by January 1, 2028. A Compliance Schedule was added through a permit modification effective May 1, 2025. See Permit and Fact Sheet for more information. PUBLIC COMMENTS Pursuant to Utah Admin. Code R317-8-6(6.6), any interested person may submit written comments on the draft permit documents and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in Utah Admin. Code R317-8-6(6.12). Commenters have an affirmative obligation to raise all reasonably ascertainable issues and submit all reasonably available arguments and factual grounds supporting their position, including all supporting material. Supporting material must be included in full and may not be incorporated by reference, unless the material is already part of the administrative record. Public comments are invited any time prior to the deadline of the close of business on March 25, 2026.
