NOTICE OF PUBLIC HEARING - Amended 02/23/2026
NOTICE OF INTENT TO TRANSFER ENTERPRISE FUNDS, PURSUANT TO TITLE 10 CHAPTER 6 OF THE UTAH CODE AND NOTICE OF ENTERPRISE FUND HEARING
Roy City intends to transfer funds from the utility enterprise funds to the general fund, internal service funds, & utility funds as part of the Fiscal Year 2025-2026 budget (July 1, 2025 - June 30, 2026). These funds will be used in supplementing City services. Amounts to be transferred from the utility enterprise funds to the general fund and other funds with the percentage of total fund expenditures represented by each transfer are as follows:
Transfer to:
General Fund: $1,629,111 or 12.04% from the Water & Sewer Utility Fund; $178,286 or 13.75% from the Storm Water Utility Fund; $284,423 or 9.00% from the Solid Waste Utility Fund.
IT Fund: $139,225 or 1.03% from the Water & Sewer Utility Fund; - from the Storm Water Utility Fund; $15,469 or 0.49% from the Solid Waste Utility Fund.
Risk Management Fund: $108,809 or 0.80% from the Water & Sewer Utility Fund; - from the Storm Water Utility Fund; $7,772 or 0.25% from the Solid Waste Utility Fund.
Water & Sewer Utility: - from the Water & Sewer Utility Fund; $7,447 or 0.57% from the Storm Water Utility Fund; $19,525 or 0.62% from the Solid Waste Utility Fund.
Storm Water Utility: - from the Water & Sewer Utility Fund; - from the Storm Water Utility Fund; $2,575 or 0.08% from the Solid Waste Utility Fund.
Total from the Water & Sewer Utility: Amended to update correct total to $1,877,145, previously posted total was $13,526,258; Total from the Storm Water Utility Fund: $185,733; Total from the Solid Waste Utility Fund: $329,764
The Roy City Council will hold a public enterprise fund hearing on March 3, 2026, at 5:30 p.m. in the Council Chambers at 5051 South 1900 West, Roy, Utah 84067, to receive public input on the proposed enterprise fund transfers, provide enterprise fund accounting data and obtain Council approval.
All interested citizens are invited to watch and participate in the discussion either in person during the public hearing or on YouTube live stream.
