Holden Town Council Meeting January 14, 2026 The following are minutes from the Town Council Meeting held on January 14, 2026. Minutes are unofficial until approved by the council in the next meeting and are subject to change. Started: 7:00 pm Present: Council Members: Mayor Matt Stephens, LaRee Stephenson, Tamara Dallin, David Wood. Online (phone): Mike Bleazard Staff: Caralee Wood, Rod Dastrup Public: Jason Christensen, Alison Robinson, Bryant & Clara Stevens, Clair Harmon, Thane Hillstad, Paul Johnson, Charles Tolley 1. Pledge: Tamara Dallin Prayer: LaRee Stephenson 2. Approval of December 10,2025 Town Council Meeting Minutes LaRee Stephenson motioned to accept the minutes for the Holden Town Council Meeting held December 10,2025 Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mike Bleazard- yes, Mayor Stephens-yes Voting was unanimous Councilman Dallin wondered about the increase in the xpress bill, was it due to a cost increase or an increase in users. Can this cost be passed on to the customers who use xpress? The town will look into how other municipalities handle on line bill pay. 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated December 11, 2025- January 14,2026 were given to the council before the meeting for review. There were a few last-minute bills to add for approval. David Wood motioned to pay bills/payroll/reimbursement invoices dated December 11, 2025- January 14, 2026 Tamara Dallin seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mike Bleazard- yes, Mayor Stephens-yes Voting was unanimous 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Allison Robinson *Building Permits: No new permit requests 6. Fire Department Councilman Dallin was recognized by Chief Christensen as an honorary fire department member for her service and aid to the fire department. 7. Report of Officers a. - Roads & Landfill *Update on the street/ Right of Way Resolution- Councilman Dallin has been in contact with, Utah league of cities and towns, they are helping to draft the resolution. *Landfill training for Public Works- Councilman Dallin would like to have Rod, with public Works, attend a training conference for the landfill. It will be held the second week of March and cost approximately $500.00. Tamara Dallin motioned to have Rod Dastrup attend a landfill training and certification conference, Mayor Stephens seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Mike Bleazard- yes, Mayor Stephens-yes Voting was unanimous b. Parks, Recreation and CERT Nothing to report C..David Wood - Electric *An unpaid utility bill has been sent to collections. *AMI meter update- Last week there was a training held with Eaton to go over the AMI meters. They went over the installation schedule, requirements, and time frame. The water portion of the AMI metering project has been put on hold for the time being. It looks like everything should be in place for installation to begin in September. *Tree trimming around electrical lines went over the expected cost. Professional tree trimming has not been done in town in nearly 8 years. When the electrical wires are extremely close to or in a tree a professional company needs to be called. There were many trees in town that fit these criteria thus raising the cost to have the trees trimmed. *Citizen concerns: C. Harmon mentioned a tree near his home that is getting too close to the electrical lines, as well as a low line he worries about catching with his trailer. Water Councilman Bleazard met with Sunrise to go over the water project and familiarize himself with what has been done and needs to yet be done. He feels that careful consideration be taken in how we proceed, that the town be selective in the projects we should move forward with and how to move forward. He feels the water project be pursued with caution and care, looking to future generations with financial responsibilities. Councilman Bleazard feels the water tanks need to be addressed and replaced, and that a well (another source of water) is needed. The question was asked about rehabilitating the spring. The reports with the State of Utah show that even if the spring is running at peak capacity the town is still shy of the state required water amounts to meet the water needs in town. In March the town will be given a full report based on the amount of water used throughout the year and the condition and flow of the spring. T. Hillstad mentioned that the lower Sevier River is at 26-29%, water is not looking good for the coming year. He asked if the town is pursuing a new well site, and that he feels an urgency to move forward in locating a new site. Councilman Bleazard feels we need to continue with the plans to located and drill a well, replace the failing water tanks, then fix the water lines in town that need upgrading. Councilman Bleazard would like to wait to make any major decisions until he returns and has all the facts and information pertinent to moving forward with the water project. Councilman Dallin asked about State deadlines. The town did have a deadline but it was extended due to a movement in the project, council was not sure if the deadlines are still in effect. e. Mayor Matthew Stephens *Purchasing policy- The mayor would like to review the current purchasing policy, amend it if needed and then make sure the policy is followed. 7.New Business *Buriel on Saturday 8. Outstanding Business *T. Hillstad- Asked about the street sign replacement plan and wanted to remind Councilman Dallin to look into grants to help fund the project. The question was asked about making sure the streets are labeled correctly. It was suggested that we go with what the state shows for street addresses. B. Stevens wondered how to address the issue of packages being delivered to the wrong address or Fillmore instead of Holden. The towns' mail issue began with homeland security and the fact that our post office is community run with the post office in Fillmore being over us. Unfortunately, there isn't much that can be done about the issue. T. Hillstad- Wondered about the status of the town's website. The town needs to obtain a few more bids from website companies before a decision can be made. The website needs to be user-friendly and be able to be maintained by a town employee. D. Wood asked about the fire map management in outlying areas and how it affects the power lines. The main area in the WUI (Wildland Urban Interface) would be just East of town where there are homes. 9.
