Town of Goshen Council Goshen Town Hall January 13, 2026 Swearing in of Council Members- Rachel Pena, Town clerk/recorder individually swore in Alisha Williams, council member; Steven Staheli as Mayor, and Charles Pipkin as council member. Town Council Meeting 7:00 PM A. Pledge of Allegiance- Randy Thomas B. Prayer - Charles Pipkin C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- Raymond Petrulsky came in and introduced himself and mentioned that he is the one who has been emailing and communicating in regards to the Little League extension coming to Goshen Valley, it will serve as an extension of the already incorporated City league we have going on. They want to bring use to fields and add to the already existing activities. 2026 is the year to build the program, and want to work out being able to share costs of improvements and stuff going forward. The area for this league would be from Spanish Fork to Nephi, and softball is also offered. Ray noted that Goshen is central and the perfect location to hold the headquarters for this program, and he is meeting with other cities to bring the idea of teams etc. It was mentioned that the SLC Bees will be helping do this and involved in some capacity as well. Michelle, his wife, who has a bachelors and masters degree in child development will be the president. It was asked by a council member how it would interfere with the programs already going. He stated that is wouldn't as long as they can coordinate with the recreation and all involved for scheduling etc. He did mention they want to work to get new upgrades, such as scoreboards and many other things. And this will be brought back up to the council and recreation to be discussed. 1. Approval of Minutes- November 18, 2025- Randy motions, Charles seconds, all in favor. 2. December 9, 2025- Alisha motions, Charles seconds, all in favor. 3. November 11, 2025- with correction verified from last meeting- Charles motions to reapprove, Jonathan seconds, all in favor. 4. Sergeant Dutson with UCSO- yearly STATS 2025- He gave us a print out of the yearly stats which included 684 calls, of which broke down to 217 with case numbers, 93-911 calls, 40 animal, and Jon also asked for a K9 update on the dog that was life flighted out not too long ago. Dutson reported that he is okay and making a good recovery. 5. Monthly Town Council Meeting Schedule Resolution #01-01-2026- they will be meeting same as past years, every 2nd Tuesday of each month, unless otherwise posted/permitted. Charles motions to approve resolution #01-01-2026. 6. Announce Goshen's 10.5 irrigation shares for lease- Steven just explained that these are up for bid to be leased each year. People have till February 10, 2026 at 12:00 noon to place a sealed bid. They will be revealed and awarded at the Town Council Meeting. 7. Notification of Planning and Zoning Approval for Farnsworth Subdivsion Plans- they have been through the checklist and have met all the qualifications. This agenda item is to bring it to the public that they have met the requirements and all is done. 8. Updating Fee schedule/approval of Waste Tire Fee- we will be adding that tires are now accepted, clean and none on rims. $5.00 per tire at a maximum of 12 tires per person per day. Alisha motions, Charles seconds, all in favor. 9. Council Updates- Steven mentioned there will need to be a work session done to assign council duties and topics. Randy and Alisha noted that Jr Jazz is going well, Kaylee is doing really great. Steven recognized JC Reynolds for his years of service on the council and thanked him for a job well done. Water filling station will be finished soon, its going to get talked about and planned for JCI to come and finalize on that. Steven had a letter from our attorney Johnson and Yellowhorse, he read it to the public. It stated that there is adequate protection source for our spring water source, and they will be conducting any and all legal items that have been brought up in regards to a well being drilled around our source.
